Job Overview:
The National Consultant will be responsible for analyzing the alignment of the National Biodiversity Strategy and Action Plan (NBSAP) with the Global Biodiversity Framework (GBF) and developing a comprehensive monitoring framework. This role is crucial in ensuring that national strategies are in sync with global biodiversity goals, thereby contributing to the effective implementation of biodiversity conservation efforts. The consultant will engage with various stakeholders, including government agencies, NGOs, and community groups, to gather insights and data necessary for the analysis. The position requires a deep understanding of biodiversity policies, frameworks, and monitoring mechanisms, as well as the ability to synthesize complex information into actionable recommendations. The consultant will also be expected to prepare reports and presentations to communicate findings and recommendations effectively.

Duties and Responsibilities:
  • Conduct a thorough analysis of the current NBSAP in relation to the GBF, identifying gaps and areas for improvement.
  • Develop a monitoring framework that outlines key indicators, data collection methods, and reporting mechanisms to track progress on biodiversity goals.
  • Collaborate with relevant stakeholders to gather data and insights necessary for the analysis and framework development.
  • Prepare detailed reports summarizing findings, recommendations, and the proposed monitoring framework.
  • Present findings to stakeholders and facilitate discussions to ensure buy-in and understanding of the proposed framework.
  • Provide ongoing support and guidance to stakeholders during the implementation of the monitoring framework.
  • Ensure that all work is conducted in accordance with UNDP policies and procedures, maintaining high standards of professionalism and integrity.

Required Qualifications:
  • Advanced degree in environmental science, biodiversity conservation, or a related field.
  • Proven experience in biodiversity policy analysis and development, particularly in relation to national and international frameworks.
  • Strong analytical skills with the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, with experience in report writing and presentations.
  • Familiarity with UNDP policies and procedures is an asset.
  • Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders.

Educational Background:
A Master's degree or higher in environmental science, biodiversity conservation, natural resource management, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Additional certifications or training in biodiversity monitoring and evaluation will be considered an asset.

Experience:
A minimum of 5 years of professional experience in biodiversity policy analysis, development, and monitoring is required. Experience working with governmental and non-governmental organizations on biodiversity issues is highly desirable. Familiarity with the Global Biodiversity Framework and national biodiversity strategies is essential. Previous experience in consultancy roles, particularly in developing monitoring frameworks, will be an advantage.

Languages:
Fluency in English is mandatory. Knowledge of Turkmen or Russian is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy work.

Additional Notes:
This consultancy is expected to last from September 2026 to December 202
  • The position is part-time and will require flexibility in working hours to accommodate stakeholder meetings and consultations. The consultant will be compensated based on the UNDP rates for individual contractors, and all expenses related to travel and accommodation will be covered as per UNDP policies. The consultant is expected to work remotely but may be required to attend in-person meetings in Turkmenistan as necessary.
