Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, led by an independent UN Resident Coordinator who represents the UN Secretary-General at the country level. The Development Operations Coordination Office (DCO) was transformed into a stand-alone office to oversee the resident coordinator system and ensure optimal support for the 2030 Agenda. The DCO has recalibrated its functions to align with the UN 2.0 shift, focusing on data, digital innovation, and a mission-driven culture. The position is based in Brazzaville, Republic of Congo, under the supervision of the Head of the Resident Coordinator Office, and aims to strengthen strategic partnerships for SDG achievement.

Job Overview:
The UN Partnerships Officer will provide substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with various stakeholders, including civil society and the private sector, to achieve the Sustainable Development Goals (SDGs). The officer will advise on the development and implementation of the UN Partnership Strategy, ensuring alignment with national priorities and the UN Sustainable Development Cooperation Framework. This role involves liaising with UN entities at different levels, engaging external stakeholders, and building strong relationships with development partners and the government. The officer will also support resource mobilization initiatives and manage pooled funds, contributing to the design and implementation of locally tailored partnerships and resource mobilization strategies.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including advice on the UN Partnership Strategy and its implementation.
  • Liaise with UN entities and external stakeholders to define value propositions for local partnerships.
  • Assist the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships.
  • Support resource mobilization initiatives and manage pooled funds, including the Peacebuilding Fund.
  • Develop and implement resource mobilization strategies and monitor existing partnerships.
  • Advise on corporate policies for resource management and establish the country-based SDG Fund.
  • Promote partnerships to support financing for SDGs and engage with key financing stakeholders.
  • Contribute to knowledge management and capacity development related to partnerships and resource mobilization.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should also have experience in designing and implementing partnerships, as well as resource mobilization strategies. Familiarity with UN interagency coordination and knowledge management in development cooperation is desirable. Experience in areas such as agriculture, digital transformation, climate action, and public-private partnerships is also beneficial.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage.

Experience:
The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have a proven track record in developing strategic partnerships and implementing inclusion strategies that promote gender equality and youth participation. Experience in UN interagency coordination and knowledge management is desirable, as well as familiarity with financing for SDGs.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking according to the UN Language Framework.

Additional Notes:
This is a fixed-term position for an initial period of one year, subject to budgetary approval and availability of funds. The position is open to nationals of the Republic of the Congo, and candidates must be recruited within the country or commuting distance.
