Job Overview: The Grants Officer position is a critical role within IDLO, focusing on the effective technical and financial management of the programme’s sub-grants. The incumbent will be based in Ouagadougou, Burkina Faso, and will work closely with various stakeholders, including internal teams and external partners. The Grants Officer will report to the Finance Manager and collaborate with the Field Programme Manager, ensuring compliance with IDLO’s policies and procedures. This role involves overseeing sub-grant governance, management coordination, and monitoring, reporting, and closure of sub-grants. The successful candidate will be expected to maintain a comprehensive understanding of the sub-grant management cycle and ensure that all processes align with IDLO's standards and donor requirements. The position requires strong analytical skills, attention to detail, and the ability to manage competing priorities effectively.
Duties and Responsibilities: The Grants Officer will be responsible for a variety of tasks, including: 1) Sub-grant governance: Ensuring compliance with IDLO’s policies and procedures, supporting the oversight of contractual obligations, serving as a focal point for communication between the Country Office, Implementing Partners, and HQ, and maintaining an up-to-date database of all sub-grants. 2) Sub-grant management coordination: Supporting the identification of Implementing Partners, coordinating the development and negotiation of sub-grant proposal packages, and ensuring timely review and approval of sub-grant agreements. 3) Sub-grant monitoring, reporting, and closure: Monitoring sub-grant performance, reviewing narrative and financial reports, preparing periodic status reports, establishing management tools, conducting site visits, and facilitating evaluations and audits. The Grants Officer will also identify capacity-building opportunities for Implementing Partners and perform other duties as required by the supervisor.
Required Qualifications: Candidates must possess a bachelor’s degree in relevant fields such as Finance, Accounting, Business Administration, or a related discipline. A minimum of five years of progressively responsible experience in grants or sub-grants management is required, preferably with bilateral or multilateral donors. An internationally recognized professional qualification such as ACCA or CPA is desirable. Candidates should demonstrate experience managing sub-grant processes, working with Implementing Partners, and familiarity with ERP systems. Proficiency in Microsoft Office, particularly Excel, and relevant financial or grants management systems is also necessary.
Educational Background: The educational background required for this position includes a bachelor’s degree in relevant fields such as Finance, Accounting, Business Administration, or a related discipline. This foundational education is essential for understanding the complexities of financial management and compliance within the context of grants and sub-grants.
Experience: The position requires a minimum of five years of progressively responsible experience in grants or sub-grants management. This experience should ideally include working with bilateral or multilateral donors and managing sub-grant processes from partner selection through to monitoring and close-out. Familiarity with donor-funded programmes and experience in working with Implementing Partners is also essential.
Languages: Fluency in English and French, both written and spoken, is required for this position. This bilingual proficiency is crucial for effective communication with diverse stakeholders and for the preparation of reports and documentation in both languages.
Additional Notes: This position is locally recruited, and IDLO offers an Affiliate contract of 12 months, with the possibility of extension based on performance and funding availability. The annual basic salary for this role is XOF 14,958,209, along with medical insurance and leave entitlements as per IDLO Employee Regulations and Rules. Candidates must be nationals of Burkina Faso or possess permanent resident status or legal authorization to work in the country. Local recruits are not eligible for allowances or benefits exclusive to international employees.
