Job Overview:
The Project Management Support - Specialist position is designed to lead demand-driven technical assistance assignments aimed at facilitating the implementation of climate-resilient infrastructure across Eastern Caribbean Small Island Developing States (SIDS). The role requires ensuring high-quality delivery within established program tolerances while fostering sustainable skills exchange and partnerships among regional stakeholders. The Specialist will be responsible for developing and updating project implementation plans, managing project delivery, and ensuring compliance with quality standards. The position operates under a remote-first delivery approach, utilizing digital collaboration tools, but also requires the flexibility to travel for on-site deployments when necessary. The role is critical in supporting the Caribbean Resilient Infrastructure Implementation and Skills Exchange (RIISE) Facility, which aims to strengthen institutional capacities and facilitate knowledge exchange across the region.

Duties and Responsibilities:
The Specialist will undertake a variety of tasks, including but not limited to:
  • Project Delivery and Performance: Develop and implement project plans, manage resources, and ensure compliance with quality requirements. Monitor project progress, control variances, and advise on risk mitigation strategies.
  • Procedures: Ensure adherence to organizational policies and local laws, manage project documentation, and support audit activities.
  • Monitoring and Reporting: Establish a results framework, prepare regular project reports, and evaluate performance criteria.
  • Stakeholder Engagement: Develop engagement strategies, coordinate communications, and maintain relationships with project counterparts and stakeholders.
  • Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews of project deliverables.
  • Knowledge Management and Innovation: Foster a learning environment, share best practices, and document lessons learned.
  • RIISE Assignment Deliverables: Prepare mandatory reports and ensure compliance with deliverable standards, including knowledge transfer summaries and actionable recommendations.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Project Management, Civil Engineering, Architecture, Business Administration, Public Administration, or a related field with at least 7 years of relevant experience, or a Master’s degree with 5 years of relevant experience. Project management certification from a recognized institute (e.g., PRINCE2, PMP) is desired. Candidates should have experience in complex project implementation, project planning, quality assurance methodologies, and managing project risks in multi-stakeholder contexts.

Educational Background:
A Bachelor’s degree (or equivalent) in a relevant field is required, with a preference for candidates holding a Master’s degree. The educational background should be complemented by substantial experience in project management or related areas, demonstrating a strong understanding of the principles and practices necessary for effective project execution.

Experience:
Candidates should have significant experience in the implementation of complex projects or programs, particularly in project planning, implementation, and control. Experience in managing project risks and issues, as well as technical experience in public infrastructure projects, is essential. Familiarity with the Caribbean region's institutional landscape and climate vulnerabilities is highly desirable, along with experience in multicultural environments or UN system organizations.

Languages:
Fluency in English is required, while proficiency in Spanish is considered an asset. Candidates should be able to communicate effectively in both languages, with English being the primary language for project documentation and stakeholder engagement.

Additional Notes:
The position is offered on a retainer contract basis for a duration of 12 months, with the possibility of extensions based on budget availability and project needs. The role is classified at a mid-level seniority, specifically at ICS Level 1
