Job Overview:
The District Project Coordinator is a field-based position responsible for facilitating the implementation of UNFPA-supported integrated sexual and reproductive health and rights (SRHR) and gender-based violence (GBV) interventions across assigned districts and program municipalities. This role requires maintaining regular engagement with provincial, district, and local authorities, coordinating with implementing partners and service delivery actors, monitoring program quality and results, and supporting timely follow-up and reporting. The position connects municipal implementation with provincial and national level systems, institutions, and policies, ensuring that SRHR and GBV services are planned, financed, delivered, and monitored as an integrated, rights-based, and government-owned system. The incumbent will work across various sectors, including health, social development, justice, education, and protection, with a focus on vulnerable populations such as women, girls, adolescents, young people, persons with disabilities, LGBTQIA+ individuals, Dalits, and others who are often left behind.

Duties and Responsibilities:
  • Support policy advocacy, planning, and budgeting processes at the subnational level by providing hands-on support to municipalities to integrate SRHR and GBV priorities into their plans and budgets. Facilitate evidence-based dialogue with local government officials to mobilize co-financing and prioritize financial resources for essential services.
  • Assist municipalities in formulating effective laws and policies for improved access to integrated SRHR and GBV services, and support the implementation of national and subnational guidelines.
  • Coordinate the implementation of program activities across assigned districts, ensuring alignment with approved workplans and technical standards. Maintain regular communication with local governments and implementing partners to address implementation issues.
  • Monitor the quality and inclusiveness of training and service delivery activities, ensuring they adhere to rights-based and gender-transformative approaches.
  • Conduct regular field visits to assess program implementation and document results, challenges, and lessons learned.
  • Promote a respectful and safe working environment, supporting partners in understanding safeguarding requirements and reporting mechanisms.
  • Collaborate with disaster management authorities to ensure continuity of SRH and GBV services during emergencies.
  • Perform other duties as required by the supervisor or UNFPA management.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Public Health, Nursing, Midwifery, Gender Studies, Sociology, or a related field, with a minimum of 4 years of relevant experience. Alternatively, candidates with secondary-level education in the aforementioned fields and 7 years of relevant experience will also be considered. Demonstrated experience in program implementation, coordination, monitoring, and reporting at various governmental levels is essential. Knowledge of sexual and reproductive health and rights, gender equality, and gender-based violence prevention is required. Familiarity with UNFPA’s mandate and relevant laws and policies in Nepal is advantageous. Proficiency in standard office applications and the ability to travel frequently within the assigned province is necessary.

Educational Background:
A Bachelor’s degree in Public Health, Nursing, Midwifery, Gender Studies, Sociology, or a related field is required. Candidates with secondary-level education in these fields combined with extensive relevant experience may also be considered. The educational background should provide a solid foundation in public health principles, gender studies, and social sciences, equipping the candidate with the necessary skills to address complex health and social issues.

Experience:
Candidates should have a minimum of 4 years of relevant experience in program implementation, coordination, monitoring, and reporting at the provincial, district, and municipal levels. Experience working with local governments in Nepal, particularly in health, gender, social development, justice, and planning, is crucial. Familiarity with rights-based, survivor-centered, adolescent-responsive, and disability-inclusive approaches is also important. Prior experience with the United Nations or international development organizations is an asset.

Languages:
Fluency in English and Nepali (both oral and written) is required. Knowledge of local languages spoken in the district where the position is based will be an advantage, as it will facilitate communication with community members and stakeholders.
