Job Overview:
The Advisor II, Procurement Contracts position is a critical role within Global Procurement, serving as a technical subject matter expert in procurement contracting. This position is responsible for providing technical advice and capacity building in line with CRS procurement policies, donor requirements, and legal standards. The Advisor will work closely with stakeholders at global, regional, and country levels to enhance procurement contracting practices, ensuring effective risk management and contract administration. The role involves developing complex agreements and contributing to agency-wide contracting standards, templates, and tools. Through advisory support and knowledge management, the Advisor aims to improve the quality and efficiency of procurement contracts across CRS's global operations, ultimately supporting high-quality programming.

Duties and Responsibilities:
The primary duties and responsibilities of the Advisor II, Procurement Contracts include leading the development, review, and negotiation of complex, high-value procurement contracts. This involves collaborating with requestors and procurement teams to establish clear scopes of work and performance standards. The Advisor will provide guidance on contract structures, risk allocation, and key commercial terms, while also supporting procurement activities through document reviews and dispute resolution. Additionally, the role requires ensuring compliance with CRS policies and donor requirements, monitoring changes in regulations, and contributing to the continuous improvement of procurement contracting templates and guidance. The Advisor will also deliver training and coaching to enhance contracting capabilities among staff and stakeholders, promoting a strong understanding of contractual obligations and good practices in contract management.

Required Qualifications:
Candidates for the Advisor II, Procurement Contracts position must possess a Bachelor’s degree in law, Business Administration, Supply Chain Management, Public Administration, International Development, or a related field. Equivalent relevant experience may be considered in lieu of a degree. A minimum of 8 years of progressively responsible experience in contract management, procurement contracting, or legal advisory support is required. Candidates should have demonstrated experience in drafting, reviewing, negotiating, and administering complex contracts, as well as experience working cross-functionally with legal and compliance teams. Preferred qualifications include an advanced degree in a relevant field and professional certification in contract management or procurement.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as law, Business Administration, Supply Chain Management, or International Development. An advanced degree is preferred and may enhance a candidate's qualifications. Relevant certifications in contract management or procurement are also advantageous.

Experience:
The position requires a minimum of 8 years of progressively responsible experience in areas such as contract management, procurement contracting, or legal advisory support. Candidates should have a proven track record of working collaboratively with legal counsel and operational stakeholders, as well as experience in drafting and negotiating high-value contracts.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages such as French, Spanish, or Arabic is preferred but not required, enhancing a candidate's ability to engage with diverse stakeholders.
