Job Overview:
The Procurement Lead at Plan International Liberia is tasked with providing strategic leadership and oversight for the procurement function within the Country Office. This role is critical in ensuring that the procurement of goods, works, and services across all development and humanitarian projects is conducted efficiently, compliantly, and cost-effectively. The Procurement Lead will supervise the procurement team, enhance procurement systems and processes, and drive continuous improvement initiatives while ensuring adherence to Plan International policies and donor requirements. The position requires a proactive approach to managing procurement activities, ensuring they are delivered on time and within budget, while also fostering a culture of accountability and high performance within the team.

Duties and Responsibilities:
The key responsibilities of the Procurement Lead include leading and overseeing the end-to-end procurement processes, which encompass sourcing, tendering, bid evaluation, contracting, supplier management, and contract administration. The role demands the development and implementation of procurement strategies, sourcing plans, and long-term agreements (LTAs), alongside performance improvement initiatives. The Procurement Lead is also responsible for strengthening procurement systems, policies, procedures, and internal controls to ensure audit readiness. Additionally, the role involves providing leadership and technical guidance to the procurement team, managing staff performance, and promoting a culture of continuous improvement. Stakeholder engagement is crucial, as the Procurement Lead will work closely with program, finance, logistics, and project teams to align procurement plans with operational needs, while also building and maintaining relationships with suppliers, donors, and government counterparts. Compliance and risk management are also key aspects of the role, ensuring adherence to procurement policies and addressing any risks that may arise.

Required Qualifications:
Candidates must possess a postgraduate degree or professional qualification in Supply Chain Management, Procurement, Logistics, Business Administration, or a related field. Extensive experience in procurement and supply chain management is required, with a minimum of 5 years in a leadership role. Proven experience managing the full procurement cycle within NGO, humanitarian, development, or donor-funded environments is essential, along with strong experience in leading procurement teams and driving organizational improvements. Knowledge of procurement compliance, contract management, supplier relationship management, and internal control systems is also necessary.

Educational Background:
The educational background required for this position includes a postgraduate degree or professional qualification in relevant fields such as Supply Chain Management, Procurement, Logistics, or Business Administration. This educational foundation is critical for understanding the complexities of procurement processes and the strategic management of supply chains in a humanitarian context.

Experience:
The position requires extensive years of progressive experience in procurement and supply chain management, specifically at least 5 years in a leadership role. Candidates should have a proven track record of managing the full procurement cycle and leading teams within NGO, humanitarian, development, or donor-funded environments, demonstrating the ability to drive improvements and ensure compliance with relevant regulations.
