Job Overview:
The Regional Finance Manager will play a crucial role in providing strategic financial leadership for the DG ECHO Regional Disaster Preparedness Program, which spans across Ethiopia, Somalia, Djibouti, and South Sudan. This position is responsible for establishing and maintaining robust financial systems, controls, and compliance frameworks to ensure the integrity of the program and the accountable use of donor funding. The manager will oversee budgeting, financial forecasting, donor reporting, and audit readiness, while also providing guidance and capacity building to country finance teams and consortium partners. This role is particularly suited for an experienced finance leader with expertise in managing DG ECHO grants and multi-country financial oversight, capable of translating complex financial data into actionable insights for program leadership.

Duties and Responsibilities:
The Regional Finance Manager will be tasked with a comprehensive set of responsibilities, including: overseeing the consolidated program budget across multiple countries, maintaining an accurate master budget with visibility of expenditures and forecasts, developing cash-flow forecasts, leading financial preparedness for Crisis Modifier activations, advising program leadership on financial matters, serving as the primary financial reporting lead for the DG ECHO grant, preparing donor reporting and audit documentation, maintaining audit readiness, managing financial aspects of grant amendments, enforcing consistent financial reporting standards, overseeing financial due diligence and sub-grant agreements, coordinating financial obligations within consortium components, establishing strong internal controls, ensuring compliance with Somalia’s operating context, conducting financial monitoring visits, developing a Financial Risk Register, and leading the financial closeout process.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Finance, Accounting, Business Administration, Public Financial Management, or a closely related quantitative discipline. A master’s degree or professional accountancy qualification (ACA, ACCA, CPA, or CIMA) is preferred. Additional training in EU grant management, DG ECHO financial compliance, or humanitarian financial management is strongly preferred. Candidates should have a minimum of seven years of financial management experience within an international humanitarian or development organization, with at least three years in a senior regional or multi-country finance role responsible for complex institutional donor grants. Expert knowledge of DG ECHO General Conditions and financial compliance is essential, along with proven experience managing multi-partner financial arrangements.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Finance, Accounting, or Business Administration. A master’s degree or a professional accountancy qualification is considered an added advantage. Additional training in areas related to EU grant management or humanitarian financial management is also highly desirable.

Experience:
The position requires a minimum of seven years of financial management experience, specifically within international humanitarian or development organizations. Candidates should have at least three years of experience in a senior finance role that involves managing complex institutional donor grants, particularly those funded by DG ECHO. Experience in financial compliance in challenging environments, such as Somalia, is a significant advantage.

Languages:
Full professional fluency in written and spoken English is mandatory for this position. Additionally, a working knowledge of French, Somali, or Amharic is considered advantageous, enhancing communication with diverse stakeholders across the program countries.

Additional Notes:
This position involves a significant level of responsibility and requires the ability to travel approximately 30%–40% of the time across program countries, including travel to challenging or high-risk environments. The role is full-time and is focused on ensuring the financial integrity of a major regional disaster preparedness program.
