Job Overview:
The Finance Officer plays a crucial role in supporting the Finance department's management of accounting systems, policies, and procedures in compliance with established accounting standards, Generally Accepted Accounting Principles (GAAP), and donor regulations. This position is integral to ensuring the financial integrity of programs aimed at assisting the poor and vulnerable populations. The Finance Officer will coordinate daily financial activities, which include the preparation and delivery of financial services, and will work closely with an experienced finance team to ensure that all financial transactions are accurately documented and processed. The role requires a proactive approach to financial management and a commitment to ethical conduct in accordance with professional standards. The Finance Officer will also assist in evaluating subrecipient financial management processes and help strengthen the financial capacity of partners, ensuring compliance with policies and procedures.

Duties and Responsibilities:
The Finance Officer will be responsible for reviewing and supporting the documentation of financial transactions to ensure accuracy and completeness. This includes maintaining all necessary data for processing financial transactions for assigned accounts in the Insight financial accounting package. The officer will record delegated financial transactions following appropriate authorizations and review various accounts to detect any irregularities. Additionally, the Finance Officer will prepare delegated financial reports as needed and share information with subrecipients and staff regarding financial accounting policies and compliance issues. The role requires collaboration with internal teams, including the Finance department, Program/Project teams, and external partners such as subrecipient finance staff and auditors, to ensure effective transaction processing and budget monitoring.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Accounting, Finance, Economics, or Business Administration, with a strong preference for those who have completed courses in accounting or hold a qualification in accounting such as CPA or ACCA. A minimum of two years of accounting experience is required, although additional education may substitute for experience. Preferred qualifications include experience with an international or local NGO or a financial/banking institution, familiarity with public donors’ regulations, and knowledge of financial reporting software.

Educational Background:
The ideal candidate should have a Bachelor’s degree in a relevant field such as Accounting, Finance, Economics, or Business Administration. Additional qualifications in accounting, such as CPA or ACCA, are highly desirable. Coursework in accounting principles and practices is essential to ensure a solid foundation for the responsibilities of the Finance Officer role.

Experience:
The position requires a minimum of two years of accounting experience. Candidates with additional educational qualifications may have their experience requirements adjusted accordingly. Experience in financial management within an NGO or financial institution is preferred, as it provides valuable insights into the complexities of financial reporting and compliance in a humanitarian context.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. A working knowledge of Somali is preferred, as it will facilitate better communication with local partners and stakeholders. This bilingual capability will enhance the Finance Officer's effectiveness in the role, particularly in a diverse working environment.

This position is based in Mogadishu, Somalia, and may require travel up to 30% of the time within the country.
