The United Nations Development System was restructured on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). This reform led to the establishment of the UN Resident Coordinator Offices (UN RCO), which operate under the leadership of an independent UN Resident Coordinator. This office is tasked with supporting countries in their development priorities and ensuring the successful attainment of the SDGs. The Development Operations Coordination Office (DCO) was transformed into a stand-alone coordination office within the UN Secretariat, overseeing the resident coordinator system and ensuring optimal support for the 2030 Agenda. The DCO has recalibrated its functions to align with the UN's shift towards data-driven decision-making, innovation, and a mission-driven organizational culture.

Job Overview:
The Associate Data Specialist plays a crucial role in the UN Resident Coordinator Office (RCO) in Moroni, Comoros. This position involves collaborating with various stakeholders, including data engineers, data scientists, and external partners, to develop and implement databases, data collection systems, and analytics that enhance statistical efficiency and quality. The specialist will be responsible for identifying data sources, analyzing trends, and implementing process improvements in data analytics. The role also includes creating reports and dashboards to support evidence-based decision-making across development, humanitarian, and peace initiatives. The incumbent will document methodologies, contribute to data visualization efforts, and assist in training staff and partners on data analytics, thereby promoting a data-driven culture within the organization.

Duties and Responsibilities:
The duties and responsibilities of the Associate Data Specialist include:
  • Developing and implementing databases and data collection systems;
  • Identifying and analyzing trends using statistical methods;
  • Implementing process improvements for data analytics tasks;
  • Maintaining and quality-assuring databases;
  • Creating reports and dashboards for management;
  • Documenting requirements and methodologies;
  • Drafting inputs for various documents;
  • Contributing to monitoring and analyzing model performance;

  • Creating data visualization outputs; 1
  • Assisting with data collection and analysis; 1

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or related quantitative disciplines. A first-level university degree (Bachelor's) combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate professionalism, effective communication skills, strategic thinking, and teamwork capabilities. They must also be able to identify and develop data sources, conduct research, analyze data, and convey information effectively to management.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as computer science, data science, analytics, statistics, applied mathematics, information management, or information systems. A Bachelor's degree may be accepted if accompanied by relevant experience.

Experience:
A minimum of two years of progressively responsible experience in data analytics or related fields is required. Candidates should demonstrate the ability to translate business requirements into technical solutions and perform quality assurance on data analysis outputs. Experience in data storytelling and visualization tools such as Tableau, Power BI, or R is desirable, along with a year or more of experience in data analytics.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in French is required (UN Level III), while English is desirable (UN Level II). Candidates must meet the minimum required level for each skill in these languages according to the UN Language Framework.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to the availability of funds and budgetary approval. The position is open to nationals of Comoros, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidates are found, Comoros nationals residing elsewhere may be considered, but they will be responsible for relocation costs.
