Job Overview:
The Programme Analyst on Sexual and Reproductive Health (SRH) plays a crucial role in the UNFPA DRC Country Office, specifically in Goma. This position involves providing strategic leadership and technical expertise in the design, implementation, and evaluation of transformative SRH interventions. The analyst will analyze political, social, and economic dynamics to generate evidence-based insights that shape project strategies and policy frameworks. The role requires operationalizing results-based management (RBM) and evaluation mechanisms across both development and humanitarian settings, ensuring compliance with organizational standards while enhancing the quality and impact of SRH interventions. The Programme Analyst will also support institutional and national capacity development, working closely with monitoring and evaluation teams to drive high-impact health outcomes.

Duties and Responsibilities:
The Programme Analyst will lead the results-based planning, technical implementation, rigorous monitoring, and reporting for the UNFPA FCDO-funded integrated Sexual and Reproductive Health project. Responsibilities include providing technical leadership in collaboration with health authorities and NGOs, ensuring project designs integrate global best practices and robust RBM frameworks. The analyst will conduct technical and policy analysis of national dynamics to inform SRHR interventions, oversee operational delivery of project components, and build partnerships with implementing partners and UN counterparts. Additionally, the role involves delivering specialized technical guidance, driving knowledge management, supporting resource mobilization, and fostering technical innovation across sectors.

Required Qualifications:
Candidates must possess an advanced degree in medicine, public health, or related social science fields. A minimum of two years of progressively responsible professional experience in SRH program design, implementation, and management is required, particularly in complex or humanitarian settings. Demonstrated experience in operationalizing RBM frameworks, project monitoring, and performance tracking is essential. Strong technical expertise in health systems strengthening, emergency obstetric care, family planning, and gender-based violence integration is necessary. Candidates should have a proven track record in managing work plans and budgets, as well as experience in multi-stakeholder coordination and policy dialogue.

Educational Background:
An advanced degree in medicine, public health, or other related social science fields is required for this position. This educational background provides the necessary foundation for understanding the complexities of sexual and reproductive health issues and the ability to engage in evidence-based programming and policy development.

Experience:
The position requires a minimum of two years of increasingly responsible professional experience in Sexual and Reproductive Health (SRH) program design, implementation, and management. Candidates should have experience in complex, volatile, or humanitarian settings, with a strong emphasis on operationalizing Results-Based Management (RBM) frameworks and project monitoring. Familiarity with donor-funded projects and prior experience within the UN system, particularly with UNFPA, is highly desirable.

Languages:
Fluency in French and a working knowledge of English are required for this position. Knowledge of Swahili or other local languages is considered an asset, as it enhances communication and engagement with local communities and stakeholders.
