Job Overview:
The Deputy Representative plays a crucial role in the design and delivery of the UNFPA country programme, focusing on building alliances and partnerships with various stakeholders including governments, UN agencies, development partners, civil society, and the private sector. The Deputy Representative is responsible for the day-to-day operations of the Country Office, supervising assigned staff and ensuring effective management of the Country Programme of Cooperation. This role requires a strong commitment to the principles of human rights and the ability to navigate complex development and funding landscapes, ensuring that UNFPA's mandate is effectively integrated into national policies and strategies.

Duties and Responsibilities:
The Deputy Representative will be responsible for several key areas: A. Programme Leadership - Develop, manage, and monitor the Country Programme in alignment with the strategic plan, utilizing demographic and socio-economic data. Assess national trends and their implications for UNFPA's work, and expand the organization's portfolio to include strategic new programme options. Establish quality standards for project development and oversee monitoring and evaluation processes to ensure adherence to corporate reporting requirements. B. National Capacity Development - Implement strategies to enhance national capacity for delivering on ICPD commitments, identify capacity gaps, and provide technical assistance. Promote the use of demographic data for evidence-based policy-making and engage in continuous dialogue with national partners to foster an enabling environment for the ICPD agenda. C. Partnership and Advocacy - Build collaborative relationships with government partners, advocate for the inclusion of the ICPD agenda in national policies, and represent UNFPA within the UN system. D. Management of Resources - Support the management of the Country Office, including the formulation of annual work plans, resource mobilization strategies, and staff management. Ensure compliance with safety standards and support the development of a strategic plan for humanitarian actions in-country. Carry out any other duties as required by the Country Representative.

Required Qualifications:
Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have at least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 8 years in population and development, sexual and reproductive health, or humanitarian contexts at the international level. Candidates must demonstrate the ability to align organizational objectives with national priorities and possess excellent media and communication skills to foster partnerships and maintain political relationships.

Educational Background:
A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is essential to understand the complexities of population and development issues and to effectively contribute to the UNFPA's mission.

Experience:
Candidates should have a minimum of 10 years of increasingly responsible professional experience in public administration and international development, including programme design, appraisal, and management. At least 8 years of this experience should be in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, and experience in a developing or humanitarian context is considered an asset.

Languages:
Fluency in English is mandatory for this position. A working knowledge of other official UN languages is desirable, as it would enhance communication and collaboration with diverse stakeholders and partners.
