Job Overview:
The Global Health Security (GHS) Technical Advisor I – Zoonoses & AMR will play a crucial role in providing technical leadership and strategic guidance for the implementation of activities aimed at enhancing zoonotic and antimicrobial resistance (AMR) surveillance in both human and animal populations. This position is part of the Strengthening Infectious Disease Detection Systems (STRIDES) project in Malawi, which seeks to build robust capabilities for preventing, detecting, and responding to infectious disease threats. The advisor will collaborate closely with government partners, including ministries responsible for livestock and health, to foster cross-sectoral coordination. The role involves supporting national and subnational initiatives to improve integrated zoonotic disease and AMR surveillance, data sharing, laboratory capacity, and policy development in alignment with national strategies and GHS priorities. The advisor will also contribute to project design, budgeting, and recruitment efforts, ensuring that project activities are executed according to established work plans and standards.

Duties and Responsibilities:
The GHS Technical Advisor will be responsible for a wide range of duties, including providing technical expertise in human and animal health, zoonotic disease, and AMR surveillance. This includes advising on the design, implementation, assessment, and improvement of disease laboratories in Malawi. The advisor will work closely with the project team to ensure adherence to standard operating procedures (SOPs) and will support the development and review of documents, guidelines, and SOPs related to health surveillance. Training and technical support will be provided to laboratories to enhance their capacity to detect priority zoonotic diseases. The advisor will also support surveillance activities, advise on the integration of animal health data into national platforms, and collaborate with government structures to implement multisectoral health security interventions. Additionally, the advisor will conduct supportive supervision, monitor project implementation, and prepare reports on project indicators. They will also engage in business development activities, maintain relationships with donor organizations, and ensure that project operations are managed effectively, including financial tracking and reporting.

Required Qualifications:
Candidates must possess an advanced degree (master’s degree or higher) in Public Health, Epidemiology, Veterinary Science, International Health, Microbiology, Infectious Disease, or a related field. A bachelor's degree in Human/Veterinary Medicine or a related field, accompanied by extensive relevant experience, is also acceptable. Additional qualifications or certifications in relevant areas will be considered an advantage. Candidates should demonstrate strong technical knowledge in zoonotic diseases and AMR, as well as experience in project management and implementation.

Educational Background:
The educational background required for this position includes an advanced degree (master’s degree or higher) in a relevant field such as Public Health, Epidemiology, Veterinary Science, International Health, Microbiology, or Infectious Disease. A bachelor's degree in Human/Veterinary Medicine or a related field is also acceptable, provided it is accompanied by significant relevant experience. Candidates with additional certifications or qualifications in related areas will have an advantage in the selection process.

Experience:
The position typically requires a minimum of 8 years of relevant experience in the technical implementation of large public health or animal health projects, particularly those focusing on zoonotic diseases and AMR. Candidates should have demonstrated experience in diagnostics, surveillance, epidemiology, and cross-sectoral/One Health implementation. Experience providing technical assistance, capacity building, and business development in the specific technical domain is essential. Prior work experience in NGOs, government agencies, or private organizations is preferred, along with experience in program development or management.

Languages:
Fluency in English is mandatory, with strong writing and verbal communication skills. Proficiency in additional languages relevant to the region or the organization's operations may be considered beneficial but is not required.

Additional Notes:
This position is expected to involve travel of approximately 10% to 25%. The hiring salary range for this role is indexed to USD 36,200 - 54,000 for annual gross salary, which includes basic salary and allowances. The final offer will take into account various factors such as the applicant's relevant experience, education, internal equity, market pay, and budget considerations.
