Job Overview:
The Program Manager will oversee Relief International's multi-sector program portfolio in either Western or Eastern Sudan, managing a portfolio that exceeds $10 million USD. This role involves ensuring the effective implementation of programs, maintaining operational performance, ensuring compliance with donor requirements, managing partnerships, and leading a team. The Program Manager will report to the Deputy Country Director – Programs and will play a crucial role in delivering programs safely, on time, and within budget while adhering to high standards of quality and accountability. The position requires a dynamic leader capable of navigating complex and rapidly changing environments, balancing strategic oversight with day-to-day management. The role also emphasizes strengthening local partnerships and supporting adaptive programming to enhance the impact of Relief International's work in Sudan.

Duties and Responsibilities:
The Program Manager will be responsible for leading the implementation and performance of a multi-sector humanitarian portfolio. Key responsibilities include ensuring timely and budget-compliant project delivery, overseeing program planning, start-up, implementation, reporting, modifications, and close-out processes. The Program Manager will manage program budgets, forecasts, and expenditures, ensuring compliance with donor regulations. They will also strengthen program quality through effective coordination with technical teams, MEAL, awards, finance, supply chain, HR, and security" style="border-bottom: 1px dotted #007bff !important;">security teams. Additionally, the Program Manager will support partnership management processes, promote accountability to affected populations, lead and develop program teams, and ensure that safeguarding, gender equality, inclusion, and protection principles are integrated into all program activities. Building and maintaining strong relationships with partners, donors, authorities, and other stakeholders is also a critical aspect of this role.

Required Qualifications:
Candidates must possess a Master's degree in Public Health, International Development, Humanitarian Affairs, Project Management, Social Sciences, or a related field. Substantial experience in managing humanitarian and development programs in fragile or conflict-affected environments is essential. Proven experience in managing institutional donor-funded programs, including grants from UN agencies, BHA, PRM, USAID, ECHO, the European Commission, and FCDO, is required. Strong program management expertise, including compliance management, budgeting, financial monitoring, and donor reporting, is necessary. Candidates should have experience overseeing multi-sector programs and a strong technical understanding of at least one sector such as Health, Nutrition, WASH, Protection, or Livelihoods. Knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and the ability to use program data for decision-making and adaptation are also required. Demonstrated leadership experience in managing diverse teams and supporting local partner capacity strengthening is essential, along with excellent communication, stakeholder management, analytical, and problem-solving skills.

Educational Background:
A Master's degree in a relevant field such as Public Health, International Development, Humanitarian Affairs, Project Management, or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of humanitarian work and the various sectors involved in program implementation.

Experience:
Candidates should have substantial experience managing humanitarian and development programs, particularly in fragile or conflict-affected environments. This includes proven experience with institutional donor-funded programs and a strong track record in program management, compliance, budgeting, and reporting. Experience in overseeing multi-sector programs and a strong technical understanding of at least one relevant sector is also necessary.

Languages:
Professional fluency in English is mandatory for this position. Arabic language skills are highly desirable, as they will facilitate communication and engagement with local communities and stakeholders in Sudan.

Additional Notes:
This position is a country-based role in Sudan, with an initial fixed-term contract starting on October 1, 2026, and ending on May 30, 2027, with the possibility of renewal based on funding. The role requires regular travel across program locations, subject to security and access conditions.
