The UN Resident Coordinator Offices (RCO) play a crucial role in this system, led by an independent UN Resident Coordinator who represents the UN Secretary-General at the country level. The Development Operations Coordination Office (DCO) has been transformed into a stand-alone office within the UN Secretariat, overseeing the resident coordinator system and ensuring alignment with the UN Sustainable Development Group's objectives. The DCO has recalibrated its functions to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The Partnerships Officer will provide strategic advice and support to the Resident Coordinator and the UN Country Team (UNCT) in achieving SDGs through effective partnerships.
Job Overview: The UN Partnerships Officer will be responsible for providing substantive support for strategic planning and coordination of UNCT partnerships aimed at achieving the Sustainable Development Goals (SDGs). This role involves managing the RCO team to ensure efficient coordination and adherence to organizational policies. The officer will support resource mobilization for the UN Sustainable Development Cooperation Framework and promote partnerships that enhance financing for SDGs. The position requires collaboration with various stakeholders, including civil society and the private sector, to develop and implement tailored partnership strategies. The officer will also contribute to knowledge management and capacity development related to partnerships and resource mobilization at the country level, ensuring that the UNCT is well-equipped to engage with external partners effectively.
Duties and Responsibilities:
Provide substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement.
Assist in managing the RCO team to ensure effective coordination support to the Head of Office (HoO) and UNCT.
Support joint UNCT strategic partnerships and resource mobilization for the UN Sustainable Development Cooperation Framework.
Collaborate with the RCO economist and finance experts to promote partnerships for financing SDGs.
Facilitate knowledge management and capacity development related to partnerships and resource mobilization.
Advise on the development and implementation of the UN Partnership Strategy.
Coordinate with UN entities to define value propositions for local partnerships.
Serve as a liaison for external stakeholders seeking to partner with the UNCT.
Identify risks and opportunities related to partnerships and suggest mitigation measures. 1
Support the development of locally tailored partnerships and resource mobilization strategies. 1
Engage with external stakeholders to foster funding for UN initiatives. 1
Monitor and analyze best practices in SDG partnerships and resource mobilization.
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation or related areas. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should have a proven track record in designing and implementing partnerships, as well as experience in resource mobilization strategies and preparing project proposals. Desirable qualifications include experience in inclusion strategies that promote gender equality, youth participation, and the inclusion of persons with disabilities, as well as experience in UN interagency coordination and financing of SDGs. Familiarity with applied partnerships in areas such as food systems, digital transformation, and climate action is also advantageous.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization within the context of development cooperation. Candidates should demonstrate a strong track record in developing strategic partnerships and implementing resource mobilization strategies. Experience in preparing project proposals and inclusion strategies that promote gender equality and youth participation is desirable. Additionally, experience in UN interagency coordination and financing of SDGs is beneficial, along with familiarity with applied partnerships in various sectors.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the UN, and proficiency in Spanish is desirable, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking.
Additional Notes: This is a Fixed Term position available for a duration of one year, with no expectation of renewal.
