Job Overview:
The Program Officer will support the operational implementation of FHI 360's programs and projects in Madagascar. This role involves daily coordination of activities, monitoring the execution of work plans, managing programmatic information, and producing required technical reports for the organization and donors. The Program Officer plays a central role in collecting, consolidating, analyzing, and presenting programmatic information to ensure quality reporting, adherence to deadlines, and availability of reliable data for decision-making. Additionally, the officer ensures compliance with project documentation, effective monitoring of implementing partners, and adherence to organizational procedures. The position serves as the operational focal point for programmatic reporting within the country portfolio and contributes to the continuous improvement of program quality.

Duties and Responsibilities:
  • Coordination and Implementation of Activities: Monitor daily implementation of activities outlined in project work plans; coordinate with implementing partners to ensure effective on-the-ground activity execution; assist in organizing training sessions, workshops, technical meetings, supervision missions, and other programmatic events; track activity progress and promptly report risks, constraints, or delays to the Senior Program Officer; support the development, updating, and monitoring of operational plans and activity calendars; contribute to the continuous improvement of programmatic interventions.
  • Management of Reporting and Programmatic Information: Coordinate regular data and programmatic information collection from project teams and implementing partners; consolidate, verify, and analyze qualitative and quantitative data related to project activities and results; prepare preliminary drafts of monthly, quarterly, semi-annual, and annual reports for donors, country management, and headquarters; ensure compliance with internal and external reporting deadlines; maintain quality, accuracy, consistency, and completeness of reported information; collaborate with Finance, MEL, and Operations teams to align programmatic results with financial data and performance indicators; produce summaries, presentations, project briefs, success stories, and other internal or external communication documents; develop and maintain tracking tools to facilitate information collection and reporting production; contribute to performance report preparation and presentations for meetings with donors and stakeholders.
  • Document Management and Compliance: Ensure electronic and physical archiving of project documents in accordance with FHI 360 procedures; keep institutional document management platforms, such as SharePoint, up to date; verify the availability and quality of supporting documents and reference materials necessary for reporting and audits; assist with audits, project reviews, and donor visits; ensure compliance with FHI 360's internal policies and donor contractual requirements; facilitate access to programmatic documents and ensure systematic filing.
  • Support for Monitoring, Evaluation, and Learning (MEL): Collaborate closely with the MEL team to ensure quality and availability of monitoring data; contribute to regular tracking of project performance indicators; participate in surveys, evaluations, field missions, and data verification exercises; support documentation of lessons learned, best practices, and success stories; contribute to results analysis and identification of corrective actions or program improvements.
  • Partner Management and External Coordination: Maintain regular communication with implementing partners; participate in technical coordination meetings with partners, authorities, and other stakeholders; follow up on action plans agreed upon with partners; assist in preparing performance review meetings, technical committees, and joint missions; contribute to strengthening working relationships with program stakeholders.
  • Support for Operational and Budgetary Management: Assist in logistical preparation for programmatic activities, workshops, training sessions, and field missions; track purchase requests, service contracts, and other operational needs related to projects; collaborate with Finance and Operations teams to ensure proper execution of activities; participate in budget tracking for activities and report any discrepancies or risks that may affect project implementation; contribute to improving operational efficiency of programs.

Required Qualifications:
Education: Bachelor's or Master's degree in international development, civil society, social marketing and communication, economic development, education, environment, gender, health, nutrition, research, technology, youth, or related fields. Project management certification preferred. Experience: Minimum of 4 years of professional experience in coordinating or implementing development projects. Experience working with an international NGO or a donor-funded program is preferred. Demonstrated experience in preparing programmatic reports and coordinating project reporting. Experience in monitoring field activities and managing implementing partners. Technical Skills: Strong understanding of project cycle management and results-based management approaches. Excellent technical and programmatic report writing skills in French and English. Proven ability to collect, consolidate, analyze, and synthesize information from multiple sources. Experience coordinating reporting processes for donor-funded projects. Good knowledge of monitoring and evaluation principles, data management, and performance measurement. Advanced proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint. Experience using collaborative and document management tools such as SharePoint. Ability to manage multiple activities and reporting deadlines in a dynamic environment. Excellent attention to detail and strong data quality culture. Educational Background:
A Bachelor's or Master's degree in relevant fields such as international development, civil society, social marketing and communication, economic development, education, environment, gender, health, nutrition, research, technology, youth, or related areas is required. A project management certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
The position requires a minimum of 4 years of professional experience in the coordination or implementation of development projects. Candidates with experience working with international NGOs or donor-funded programs will be preferred. Demonstrated experience in preparing programmatic reports and coordinating project reporting is essential, along with experience in monitoring field activities and managing implementing partners.

Languages:
Fluency in French and English is mandatory, with excellent technical and programmatic report writing skills in both languages. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is based in Antananarivo, Madagascar, with regular travel to intervention areas. The expected hiring salary range for this role is MGA 46,500,000 - 55,000,000 for annual basic salary.
