Job Overview:
The Technical Officer for Lab Diagnostics will be responsible for implementing activities that support and strengthen the capacity of the multisectoral laboratory network as part of the STRIDES initiative in Madagascar. This role involves close collaboration with stakeholders to enhance national and subnational health security" style="border-bottom: 1px dotted #007bff !important;">security. The officer will implement project activities related to laboratory and diagnostic systems, including supporting the strengthening of national and subnational laboratory networks, overseeing the supply and distribution of reagents and medical equipment, and training partners on diagnostic procedures, biosafety, and quality management systems. The position requires a comprehensive understanding of laboratory components related to maternal, neonatal, and child health, as well as polio eradication efforts. The officer will ensure that laboratory and diagnostic activities are executed according to work plans, reporting requirements, and best practices in the sector.
Duties and Responsibilities:
The Technical Officer will provide overall technical guidance in strengthening laboratory and diagnostic systems, including:
- Supporting the optimization of the national diagnostic network and enhancing diagnostic referral mechanisms.
- Implementing biosafety and biosecurity standards to mitigate biological risks in laboratories.
- Assisting laboratories in deploying and continuously improving quality management systems in line with international standards.
- Strengthening transport systems for biological samples to ensure secure and efficient sample handling.
- Supporting the deployment of the E-SIL laboratory information system to improve data management and quality.
- Enhancing diagnostic capacity in laboratories according to national biological surveillance priorities and polio eradication efforts.
- Providing technical assistance for laboratory and diagnostic systems, including assessments, capacity building, mentoring, and partner support.
- Managing and monitoring technical activities, including developing and tracking work plans, tools, training, technical documents, budgets, and reports.
- Ensuring quality assurance and continuous improvement through performance analysis and promoting best practices according to established standards and procedures.
Required Qualifications:
Candidates must possess a comprehensive understanding of infectious disease diagnostics, laboratory systems, and project management. They should have demonstrated technical experience in laboratory capacity building during infectious disease outbreaks. Knowledge of biosafety, biosecurity, and quality management standards in laboratories is essential. Familiarity with diagnostic networks, sample transport systems, and laboratory information systems is also required. Strong project management and partner coordination skills are necessary, along with the ability to analyze data and ensure quality assurance.
Educational Background:
A Master's degree or equivalent (minimum Bac+5) in medical biology is required, with a specialization in molecular biology, microbiology, or virology being highly desirable.
Experience:
Candidates should have more than four years of experience in providing technical assistance to public health laboratories or laboratory system strengthening programs. Experience in laboratory capacity building, particularly in biosafety, biosecurity, quality management, diagnostic networks, sample transport, and laboratory information systems is crucial. Experience in project management and partner coordination is also required.
Languages:
Fluency in French is mandatory, and proficiency in English is preferred. Candidates should possess strong communication and collaboration skills, as well as proficiency in Microsoft Office applications.
Additional Notes:
This position is based in Antananarivo, Madagascar, and may require travel of 10% to 25%. The expected hiring salary range for this role is MGA 46,500,000 - 55,000,000 for annual basic salary.
