Job Overview:
The Economic Recovery Officer plays a crucial role in the implementation of livelihoods and economic recovery interventions in Hajjah Governorate, under the supervision of the Economic Recovery Manager. This position is responsible for ensuring that all activities are executed in a timely, effective, and high-quality manner. The officer will lead the daily implementation and monitoring of field activities, which includes assessing the feasibility and cost-effectiveness of business plans, overseeing the utilization of grants, monitoring supported businesses, and facilitating beneficiaries' access to markets, suppliers, and financial services. Additionally, the officer will provide technical guidance to partners to maintain consistent implementation quality. The role also involves planning, community engagement, partner coordination, documentation, and reporting in compliance with DRC and donor requirements. The Economic Recovery Officer will support various projects funded by the FCDO and other early recovery initiatives through beneficiary identification, business skills training, financial literacy training, business development planning, and post-distribution coaching.

Duties and Responsibilities:
The Economic Recovery Officer's duties include leading the implementation of Economic Recovery activities such as beneficiary registration, verification, training, distributions, and follow-up visits. The officer must ensure transparent beneficiary selection and community engagement while adhering to DRC and donor requirements. Coordination with local authorities, community leaders, service providers, and other stakeholders is essential for effective implementation. Regular field visits are necessary to monitor progress, address challenges, and ensure quality delivery. The officer will also monitor the quality of livelihoods interventions, including training and coaching, and review the feasibility of business plans. Responsibilities extend to preparing activity plans, supervising assistants and volunteers, and maintaining accurate project documentation. The officer will support MEAL activities, prepare timely reports, and coordinate closely with DRC teams and partners to achieve project objectives.

Required Qualifications:
Candidates must have a minimum of 3 years of experience in humanitarian or development programming, preferably with INGOs/NGOs in areas such as Economic Recovery, livelihoods, cash and voucher systems, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, or business development. Practical experience in supporting trainings, beneficiary selection, distributions, community engagement, and data collection is essential. A good understanding of livelihoods and early recovery approaches, including business skills and financial inclusion, is required. Candidates should possess strong skills in MS Office applications and data collection tools, along with the ability to draft clear reports and professional emails in English. Fluency in Arabic is mandatory. Strong communication, coordination, problem-solving, and documentation skills are also necessary, along with a commitment to DRC's values and Code of Conduct.

Educational Background:
The preferred educational background for this position is a Bachelor’s degree in agriculture, business administration, economics, development studies, social sciences, engineering, or a related field. This educational foundation is essential for understanding the complexities of economic recovery and livelihoods programming.

Experience:
The position requires a minimum of 3 years of relevant experience in humanitarian or development programming, particularly in Economic Recovery and livelihoods sectors. Candidates should have practical experience in community engagement, beneficiary selection, and monitoring of economic recovery interventions, as well as familiarity with cash and voucher systems and business development.

Languages:
Fluency in Arabic (written and spoken) is required, along with good proficiency in English (written and spoken). These language skills are crucial for effective communication with beneficiaries, stakeholders, and team members.

Additional Notes:
The successful applicant will receive a contract until March 31, 2027, with the possibility of renewal based on funding and performance. The position is expected to start as soon as possible, and the candidate must be willing to work in Hajjah. Salary and conditions will align with the Danish Refugee Council’s Terms of Employment, and the position is classified at Band H2 Non-Manager, reporting to the Economic Recovery Manager.
