Job Overview:
The Technical Specialist - Climate Change will play a crucial role in supporting the Initiative for Climate Action Transparency (ICAT) by reviewing its Toolbox and providing recommendations to enhance its effectiveness in assisting countries with the implementation of the Paris Agreement. This position requires the specialist to assess the relevance of ICAT tools and guides against the needs of developing countries, identify gaps, and propose improvements. The role involves working closely with ICAT’s Technical Advisor and engaging with stakeholders to ensure that the resources provided are practical and accessible. The specialist will also be responsible for mapping the ICAT Toolbox, which consists of over 40 tools and guides, and ensuring that they align with the needs of countries in their climate action efforts. This position is home-based, requiring the selected candidate to have the necessary equipment and internet connectivity to perform their duties effectively.
Duties and Responsibilities:
The duties and responsibilities of the Technical Specialist include conducting a comprehensive review of the ICAT Toolbox, synthesizing current needs and challenges faced by developing countries regarding climate action tools, and mapping the Toolbox alongside other relevant resources. The specialist will analyze how the ICAT Toolbox aligns with existing international resources and assess its usability in relation to country needs. They will provide evidence-based recommendations for the further development of the Toolbox, including enhancing its coverage of topics and updating existing tools. The specialist will also develop a structured approach for organizing and presenting the Toolbox to improve its accessibility and usability. Additionally, the specialist will support other Toolbox activities aimed at enhancing its application by countries, ensuring that all tasks are conducted under the supervision of ICAT’s Technical Advisor.
Required Qualifications:
Candidates must possess a Bachelor’s degree (or equivalent) in environmental management/sciences, international relations, business economics, environmental science, education, development studies, or related fields, along with 7 years of relevant experience. Alternatively, a Master’s degree (or equivalent) in any of the aforementioned fields with 5 years of relevant experience is also acceptable. Relevant experience in climate change, particularly in the context of developing countries, is essential. Desired qualifications include experience with methodological work related to climate action and transparency, as well as experience in drafting reports and publications in this field.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as environmental management, international relations, or development studies. A Master’s degree is preferred, particularly for candidates with fewer years of experience. The educational qualifications should provide a strong foundation in understanding climate change issues and the ability to analyze and develop effective climate policies and frameworks.
Experience:
The position requires significant experience in the field of climate change, particularly in developing countries. Candidates should have a proven track record of working on climate action initiatives, including the development or application of tools and guides related to climate transparency. Experience in drafting reports and publications related to climate action is also highly desirable, as it demonstrates the candidate's ability to communicate complex information effectively.
Languages:
Fluency in English is mandatory for this position, as all deliverables must be submitted in English. Proficiency in French and Spanish is desirable, as these languages may enhance communication with a broader range of stakeholders and partners involved in climate action initiatives.
Additional Notes:
This position is offered under a retainer contract modality, meaning that the incumbent will be engaged on an as-needed basis for a maximum of 80 working days over a 6-month period. The selected candidate must have the legal right to work in their home country throughout the duration of the contract. Payment will be made only upon the completion of work and submission of a Certificate of Payment (CoP). The role is classified as mid-level, and candidates should be prepared to undertake mandatory online training prior to commencing their services with UNOPS.
