SI has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs caused by conflicts and natural disasters and participating in the fight against epidemics. The mission is active in food security and livelihoods, water, hygiene, sanitation, and multi-sector cash assistance. The DRC mission employs an average of 210 staff, including 21 expatriates, and is composed of a director" style="border-bottom: 1px dotted #007bff !important;">Country Director, a Deputy Country Director for Programs, and various coordinators for different sectors. The organization aims to expand its program portfolio and open new sub-bases by 2026, with a financial volume exceeding 25 million USD.

Job Overview:
The Deputy Country Director for Programs (DPAP) supports the Country Director (CD) in implementing and monitoring the programmatic strategy and donor engagement. The DPAP is responsible for the functioning of all programs and project oversight, ensuring compliance with internal and contractual procedures, as well as maintaining the quality of all programming in the DRC. The DPAP coordinates the technical coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and ensures effective management and supervision. They contribute programmatic elements to the country strategy in support of the CD and may assist the CD with all tasks related to their role as needed. Specific challenges include maintaining SI's status as a major player in emergency response in the DRC, strategic positioning in emergency response, increasing operational volume, and ensuring continuous donor engagement. The DPAP will also focus on early recovery activities and maintain quality oversight across all programs, including protection mainstreaming and environmental considerations. Mastery of the English language is essential for this role.

Duties and Responsibilities:
The DPAP will be responsible for the following duties:

• Support the CD in the implementation of the programmatic strategy and donor engagement.
• Oversee the functioning of all programs and ensure compliance with internal and contractual procedures.
• Coordinate the technical coordination team and ensure effective management and supervision.
• Contribute programmatic elements to the country strategy.
• Lead operational groups and consortia, such as SAFER.
• Engage with donors through briefings and project proposal writing.
• Monitor mission activities in collaboration with technical coordinators.
• Ensure interim management of the CD during their absence.
• Address security constraints and maintain community acceptance. 1
• Conduct multisectoral assessments to secure additional funding and support vulnerable populations.

Required Qualifications:
The ideal candidate should possess the following qualifications:

• A Master's degree in international relations, development cooperation, humanitarian action, political science, or equivalent.
• A minimum of 5 years of experience in the humanitarian sector.
• At least 3-4 years of experience in a similar position.
• Excellent representation and coordination skills with stakeholders, including donors and humanitarian communities.
• Strong strategic vision and knowledge of rapid response mechanisms.
• Exceptional communication and writing skills for various documents.
• Strong managerial capabilities and analytical skills regarding humanitarian needs.
• In-depth understanding of accountability issues and protection mainstreaming.

Educational Background:
Candidates must have a Master's degree in relevant fields such as international relations, development cooperation, humanitarian action, or political science. Equivalent qualifications may also be considered.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar role. This experience should include responsibilities related to program management, donor engagement, and team leadership in challenging environments.

Languages:
Fluency in French is mandatory, while proficiency in English is also required. Strong communication skills in both languages are essential for effective representation and coordination.

Additional Notes:
This position is a short-term contract with a duration of 12 months, starting as soon as possible. The salary is competitive, starting from EUR 3300 gross per month, plus a monthly per diem of USD 80

• SI covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization provides a break system, allowing for 7 working days off every three months, along with additional rest days. Expatriates receive comprehensive health insurance covering medical expenses, including dental and optical care, and necessary vaccinations. Living conditions include accommodation in guest houses with private rooms and bathrooms, access to varied and quality food, and some recreational activities. Security measures are in place, and the situation is monitored continuously, especially due to the ongoing MVE epidemic in the region.
