Job Overview:
The Senior Reintegration Associate (Protection) plays a crucial role in supporting the implementation of reintegration activities in Libya, particularly for migrants returning to their home countries. This position involves coordinating and monitoring the provision of reintegration support and post-arrival assistance to returnees, which includes services such as counseling, psychosocial assistance, training, job placement, and socioeconomic reintegration. The Senior Reintegration Associate will work closely with the VHR Project Manager to implement the reintegration project work plan and ensure that best practices are shared. The role requires maintaining accurate records of reintegration cases and files, distributing tasks among case workers, and supporting the provision of communication tools for beneficiaries. Field activities will also be undertaken to monitor and guide the reintegration team, ensuring compliance with IOM's standards and procedures.

Duties and Responsibilities:
  • Coordinate and monitor the provision of reintegration support and post-arrival assistance to returnees from Libya, including counseling and psychosocial assistance, training, job placement, and socioeconomic reintegration.
  • Support the implementation of the reintegration project work plan in coordination with the VHR Project Manager and contribute to mapping and sharing best practices.
  • Maintain updated records of VHR reintegration cases and files, including vouchers and supporting documents.
  • Distribute tasks among Reintegration case workers, set work-plans, and follow up on their performance.
  • Support the provision of VHR communication tools for beneficiaries, including information on reintegration processes.
  • Undertake field activities to monitor and guide the reintegration team in completing support activities.
  • Apply relevant Movement Operations SOPs and databases, maintaining professionalism and impartiality.
  • Maintain confidentiality and integrity of paperwork in line with data protection rules.
  • Generate financial reports to monitor project charges and assist during audits. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in political or social sciences, Development Studies, Human Rights, International Relations, Law, or a related field from an accredited institution, along with four years of relevant professional experience. Alternatively, a high school diploma with at least six years of relevant working experience is acceptable. Previous experience with NGOs or international organizations is advantageous, and candidates should demonstrate accuracy in handling and reporting data. Good computer skills, particularly in Microsoft Office applications, are required, along with strong organizational, coordination, and communication skills.

Educational Background:
A Bachelor’s degree in a relevant field such as political or social sciences, Development Studies, Human Rights, International Relations, Law, or a related area is required. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have significant relevant work experience to qualify for the position.

Experience:
The position requires previous working experience with NGOs or international organizations, which is considered an advantage. Candidates should have demonstrated experience in handling and reporting data accurately, as well as good computer skills, particularly with Microsoft Office applications. The ability to work with attention to detail and accuracy is essential.

Languages:
Fluency in English and Arabic is required for this position, as all IOM staff members must be proficient in one of the organization's official languages. A working knowledge of French is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

The position is subject to funding confirmation, and any offer made to the candidate is contingent upon this. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
