Job Overview:
The position of Public Finance and Medium-term Budget Framework (MTBF) Consultant is crucial for the UNDP Mongolia project focused on strengthening policy and performance-oriented public financial management (PFM) systems in Mongolia. The consultant will provide technical support to the project team, which aims to enhance the effectiveness and efficiency of public finance systems in the country. This role involves analyzing existing PFM frameworks, identifying gaps, and recommending improvements to ensure that financial resources are allocated and utilized effectively. The consultant will also be responsible for developing strategies to implement a medium-term budget framework that aligns with national development priorities and enhances fiscal discipline. The consultant will work closely with government officials, stakeholders, and other partners to ensure that the project objectives are met and that the outcomes contribute to the overall development goals of Mongolia.
Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to: conducting assessments of the current public finance management systems in Mongolia; providing recommendations for the design and implementation of a medium-term budget framework; collaborating with government agencies to develop capacity-building initiatives for public finance officials; preparing technical reports and presentations on findings and recommendations; facilitating workshops and training sessions for stakeholders; ensuring that project activities are aligned with UNDP policies and procedures; monitoring and evaluating the progress of the project; and providing ongoing support and advice to the project team throughout the contract period. The consultant will also be expected to engage with various stakeholders, including civil society organizations, to promote transparency and accountability in public finance management.
Required Qualifications:
Candidates must possess a strong background in public finance management, with a minimum of 5 years of relevant experience in the field. A proven track record of working on similar projects, particularly in developing countries, is essential. The consultant should have excellent analytical skills, with the ability to assess complex financial systems and provide actionable recommendations. Strong communication and interpersonal skills are required to effectively engage with government officials and stakeholders. Familiarity with international best practices in public finance management and budget frameworks is highly desirable. Additionally, candidates should demonstrate a commitment to the principles of sustainable development and good governance.
Educational Background:
A master's degree in public administration, finance, economics, or a related field is required for this position. Candidates with a PhD or equivalent advanced degree will be given preference. Relevant certifications in public finance management or budget analysis will also be considered an asset. Continuous professional development in areas related to public finance and governance is encouraged and will be viewed favorably during the selection process.
Experience:
The ideal candidate should have at least 5 years of professional experience in public finance management, with a focus on budget frameworks and fiscal policy. Experience working with international organizations, government agencies, or non-governmental organizations in a consulting capacity is highly desirable. The consultant should have a strong understanding of the public sector environment in Mongolia or similar contexts, as well as experience in capacity building and stakeholder engagement. Previous experience in project management and implementation of public finance reforms will be considered an advantage.
Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Mongolian is highly desirable, as it will facilitate communication with local stakeholders and government officials. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the context of the project.
Additional Notes:
The contract duration for this position is 80 working days over a period of 4 months. This is a consultancy role, and the consultant will be expected to work on a full-time basis during the contract period. The position is open to national consultants only, and candidates must be legally eligible to work in Mongolia. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
