The organization merges the efforts of four previously distinct parts of the UN system, focusing on gender equality and women's empowerment. Job Overview:
The National Consultant will provide technical expertise and support for the implementation of activities related to the assessment of the women's entrepreneurship ecosystem in Uzbekistan. This role involves conducting a comprehensive assessment of the ecosystem, mapping private-sector HR and skills needs, and generating evidence-based recommendations for gender-responsive programming. The consultant will work closely with the UN Women Programme Analyst and the International Consultant to ensure the successful execution of the project, which aims to create an inclusive economic environment for women in Uzbekistan. The consultant will lead data collection, stakeholder consultations, and the drafting of deliverables, ensuring that findings reflect the perspectives of women entrepreneurs and key ecosystem actors. The overall goal is to enhance women's economic participation and address gender biases that limit their opportunities.

Required Qualifications:
Educational Background:
A Master's degree in economics, gender studies, development studies, business administration, public policy, labour economics, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
The position requires at least 8 years of relevant experience in areas such as women's economic empowerment, women's entrepreneurship, and labour market analysis. Candidates should have a proven track record in conducting assessments and designing interventions that promote women's economic participation.
Languages:
Fluency in English and Uzbek is required, while knowledge of Russian is considered an asset.

Duties and Responsibilities:
- Conduct a comprehensive assessment of the women's entrepreneurship ecosystem in Uzbekistan, including profiling women entrepreneurs and identifying constraints.
- Undertake a gender-responsive review of the legal and regulatory framework affecting women's entrepreneurship.
- Assess the seven WED framework conditions to identify barriers and opportunities for women entrepreneurs.
- Map relevant stakeholders and existing initiatives supporting women's entrepreneurship.
- Conduct consultations with stakeholders to validate findings and ensure the assessment reflects the perspectives of women entrepreneurs.
- Develop actionable recommendations for policymakers and program implementers.
- Support the mapping of human resources and skills needs in the private sector, identifying employment opportunities and skills development pathways for women.
- Conduct a gender-responsive analysis of private-sector recruitment practices and assess barriers to women's employment.
- Prepare comprehensive reports on the women's entrepreneurship ecosystem and private-sector HR and skills needs.
Required Qualifications:
- At least 8 years of progressively responsible experience in women's economic empowerment, women's entrepreneurship, employment, or related areas.
- Proven experience in conducting skills-needs assessments and labour market mapping.
- Experience working with public institutions, private sector, and civil society organizations on women's economic empowerment.
- Demonstrated experience in conducting gender-responsive legal and policy reviews.
- Familiarity with results-based management and reporting tools is an asset.

- The consultant will be expected to travel within Uzbekistan for stakeholder consultations as needed. Payments will be made monthly based on approved deliverables. The consultant must complete mandatory UN training courses and adhere to UN Women’s policies and standards of conduct.
