Job Overview:
The National Digital Health Systems Administrator will work closely with the Vanuatu Department of Communication and Digital Transformation (DCDT) to oversee the administration, monitoring, maintenance, security" style="border-bottom: 1px dotted #007bff !important;">security, and technical support of servers and platforms that host the Ministry of Health's digital health applications. This role is crucial for ensuring that the servers and applications are reliable, secure, and recoverable in the event of incidents or system failures. The administrator will monitor system performance, maintain configurations, manage backups, and assist in disaster recovery efforts. Additionally, the position requires acting as the primary technical liaison for server-related coordination with DCDT, ensuring that issues are escalated appropriately and that service targets are met in collaboration with DCDT.
Duties and Responsibilities:
The National Digital Health Systems Administrator will have a comprehensive set of responsibilities including: establishing operating arrangements with DCDT, maintaining a server and systems register, administering and monitoring assigned servers, supporting cybersecurity and access management, verifying backups and supporting recovery readiness, responding to incidents and recurring problems, managing technical changes and support, and maintaining documentation, reporting, and capacity development. Specific tasks include documenting responsibilities, maintaining an inventory of servers and applications, monitoring system performance, applying security configurations, verifying backups, investigating incidents, managing changes, and preparing reports on system performance and incidents.
Required Qualifications:
Candidates must possess a university degree in information technology, computer science, information systems, or a related discipline. A postgraduate qualification, such as a master’s degree in Information Technology or a related field, is desirable. Essential qualifications include at least 5 years of demonstrated experience in administering production servers and supporting business-critical applications, as well as experience in managing server operating systems, web and application services, and system configurations. Familiarity with health information systems or digital health applications is also preferred.
Educational Background:
The educational background required for this position includes a university degree in information technology, computer science, information systems, or a related discipline. A master's degree in a relevant field is considered an advantage. Candidates must have a strong foundation in technical skills related to server administration, system monitoring, cybersecurity, and access control.
Experience:
The position requires a minimum of 5 years of relevant experience in administering production servers and supporting critical applications. Candidates should have experience in managing server operating systems, monitoring system performance, and handling incident investigations. Experience in the health sector, particularly with digital health applications, is highly desirable, as is familiarity with government or public sector environments.
Languages:
Fluency in English and Bislama is essential for this role. Proficiency in additional languages may be considered an advantage but is not mandatory.
Additional Notes:
The salary for this position ranges from VT 2,510,000 to VT 3,102,000 per year, depending on qualifications and experience. The contract duration is up to 12 months, with the possibility of extension. This role is subject to local recruitment and is intended for Vanuatu nationals residing in the local commuting area of the duty station.
