Job Overview:
The Team Leader-Climate and Food Security will play a crucial role in ensuring the technical quality and due diligence of the Food Systems and Economic Self-Reliance project implemented by DRC in six districts of Uganda. This position is pivotal in overseeing the project's activities, which include supporting farmer group trainings, managing restoration projects at both community and household levels, and supervising staff. The Team Leader will collaborate closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team, local governments, and various stakeholders to ensure the effective delivery of project results. The role requires a strong focus on climate-smart agriculture, food security, and economic self-reliance interventions, ensuring that all activities align with donor requirements and local development plans. The successful candidate will be responsible for providing technical leadership, ensuring compliance with DRC policies, and fostering partnerships with local communities and organizations.
Duties and Responsibilities:
The Team Leader will have a wide range of responsibilities, including but not limited to: overseeing the day-to-day management of the Food Systems and Economic Self-Reliance project, ensuring alignment with donor requirements and local government plans, supervising technical and support staff, managing relationships with implementing partners, and supporting budgeting and financial management processes. The Team Leader will also represent the program in various forums, ensure compliance with DRC policies, and coordinate internal and external communications. In terms of technical leadership, the Team Leader will provide overall guidance on food systems, nutrition security, and economic self-reliance interventions, oversee climate-smart agriculture practices, and ensure the integration of gender equality and women's empowerment in all project activities. Additionally, the Team Leader will work closely with the MEAL team to monitor project outputs and outcomes, ensure accountability mechanisms are in place, and promote documentation of project results and lessons learned. The role also involves team management, resource allocation, and fostering collaboration with stakeholders at various levels.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Agriculture, Agricultural Economics, Agribusiness, Food Security, Natural Resource Management, or a related field. They should have demonstrated experience in managing complex projects, including planning, budgeting, implementation oversight, and donor reporting. A strong understanding of climate-resilient agriculture, food systems, and market-oriented livelihoods programming is essential, along with experience in managing multidisciplinary teams. Candidates should also have a solid grasp of project cycle management, financial management, and results-based management, with the ability to integrate gender, inclusion, accountability, and safeguarding into program implementation. Strong leadership, analytical, communication, negotiation, and problem-solving skills are also required.
Educational Background:
A Bachelor’s degree in a relevant field such as Agriculture, Agricultural Economics, Food Security, or Natural Resource Management is required. A Master’s degree in a related field is desirable and may enhance a candidate's profile. Professional training or certification in project/program management, climate-smart agriculture, or market systems development is also beneficial.
Experience:
The position requires a minimum of 3 years of relevant professional experience in food security, agriculture, livelihoods, or resilience programming, with at least 2 years in project management or technical leadership roles. Experience working in refugee-hosting or displacement-affected settings is preferred, as is experience in managing and coordinating multidisciplinary teams.
Languages:
Full professional proficiency in both written and spoken English is essential for this position. Knowledge of local languages widely spoken in the covered districts is desirable and can enhance communication with community members.
