Job Overview:
The UNFPA Humanitarian Emergency Project Management Specialist will play a crucial role in supporting the implementation of a project aimed at enhancing access to maternal and neonatal health services in Guinea, particularly in the context of humanitarian emergencies such as recurrent floods and epidemics. The specialist will work under the supervision of the UNFPA Country Representative and the designated Project Coordinator. The position involves planning and implementing project activities, ensuring quality assurance, and monitoring progress. The specialist will also be responsible for developing a project monitoring and evaluation plan, collecting and analyzing data, and preparing reports for stakeholders. The role requires collaboration with various partners to ensure effective project delivery and to contribute to the overall goals of UNFPA in Guinea, particularly in improving sexual and reproductive health services and addressing gender-based violence.

Duties and Responsibilities:
The duties and responsibilities of the UNFPA Humanitarian Emergency Project Management Specialist include:

• Planning and Implementation: Supporting the development of quarterly work plans for project activities, contributing to the planning and implementation of interventions, and ensuring quality assurance and monitoring of project activities.
• Technical and Financial Monitoring: Collaborating with the UNFPA monitoring and evaluation team to develop a project monitoring and evaluation plan, collecting and analyzing technical and financial data, preparing semi-annual and annual project reports, and participating in project-related meetings.
• Stakeholder Engagement: Engaging with stakeholders to report on activities and results, identifying best practices and lessons learned, and agreeing on post-project monitoring arrangements.
• Capacity Building: Supporting the capacity building of healthcare providers and midwives, ensuring the integration of age, gender, and diversity perspectives in all activities, and providing coaching and mentoring to national staff.
• Reporting: Preparing progress reports and the final report to be submitted to the Japanese Government, ensuring compliance with UNFPA monitoring and evaluation guidelines.
• Visibility and Communication: Enhancing coordination and communication through technical support for project reports and knowledge management, ensuring visibility of the support provided by the Japanese government.

Required Qualifications:
The position requires a range of qualifications, including strong analytical skills, experience in project management, and familiarity with monitoring and evaluation processes. The candidate should possess excellent communication skills, both written and verbal, and be able to work collaboratively with diverse stakeholders. A solid understanding of sexual and reproductive health issues, particularly in humanitarian contexts, is essential. The candidate should also demonstrate adaptability, creativity, and professionalism in their approach to project implementation and stakeholder engagement.

Educational Background:
Candidates for the UNFPA Humanitarian Emergency Project Management Specialist position should have a relevant educational background, typically a degree in public health, social sciences, international development, or a related field. Advanced degrees or specialized training in project management or monitoring and evaluation would be advantageous. The educational qualifications should reflect a strong foundation in the principles of sexual and reproductive health and humanitarian response.

Experience:
The ideal candidate should have a minimum of 3-5 years of relevant experience in project management, particularly in the field of sexual and reproductive health or humanitarian assistance. Experience working with international organizations, government agencies, or non-governmental organizations in similar roles is highly desirable. Familiarity with the UN system and understanding of the challenges faced in humanitarian contexts will be beneficial for this position.

Languages:
Fluency in English and French is mandatory for this position, as these are the primary languages of communication within the UNFPA and in Guinea. Knowledge of additional languages, particularly local languages spoken in Guinea, would be considered an asset and could enhance communication with local stakeholders and communities.

Additional Notes:
This position is a United Nations Volunteer (UNV) assignment, which is typically for a duration of 12 months. The contract may be extended based on the continuation of the mandate, availability of funds, and satisfactory performance. The UNV will receive a Volunteer Living Allowance (VLA) to cover living expenses, and additional benefits such as health insurance, annual leave, and travel allowances may apply.
