Job Overview:
The Associate Director, Operations – Ebola Response will provide critical operations leadership for Ebola outbreak response activities within the STRIDES Activity portfolio. This role is pivotal in ensuring the rapid and compliant implementation of field operations, emergency procurement, staffing, and surge support. The Associate Director will work closely with various stakeholders, including country teams, HQ units, and technical leads, to ensure high performance and operational continuity in response to rapidly changing outbreak conditions. The position requires a strategic approach to managing operations, ensuring compliance with organizational policies, government regulations, and donor requirements while fostering collaboration among partners and stakeholders.

Duties and Responsibilities:
  • Provide operations leadership and management support for Ebola response activities across multiple countries, ensuring coherent implementation and compliance with policies and regulations.
  • Serve as the operations coordination lead for response activation, surge staffing, procurement, budget tracking, and issue escalation.
  • Build capacity among project/program and response team members to manage emergency operations and compliance requirements in high-tempo environments.
  • Coordinate with various teams on emergency response management, compliance, and performance standards, ensuring effective systems for budget tracking and operational risk management.
  • Support programming and technical staff in documenting lessons learned and best practices for future preparedness activities.
  • Conduct routine monitoring visits to ensure donor compliance and timely resolution of bottlenecks in response activities.
  • Ensure sound budget management and timely contractual documentation across country teams.
  • Facilitate effective monthly review meetings and follow-up on action items with project managers and officers.
  • Collaborate with the Finance team to mitigate risks associated with project budget cycles. 1
  • Develop a thorough understanding of Ebola response activities and represent the organization professionally to partners and donors. 1
  • Maintain strong relationships with donors and assist with response briefings and advocacy actions. 1
  • Act as the focal point for Ebola-related communication between HQ, country teams, and regional stakeholders.

Required Qualifications:
  • Effective knowledge of global health security" style="border-bottom: 1px dotted #007bff !important;">security and infectious disease emergency response activities funded by international donors.
  • Familiarity with various funding mechanisms, contracting, and reporting requirements in emergency settings.
  • Strong written and verbal communication skills, with an awareness of cultural differences and political considerations in international operations.
  • Problem-solving skills with the ability to handle complex, time-sensitive issues during outbreak response operations.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology, or related areas is required. A Project Management (PM) Certification is preferred.

Experience:
Candidates should have 10+ years of relevant experience, including at least 3 years in management roles. Experience in business administration, project management, and supporting outbreak response or public health crisis operations is essential. Familiarity with operating in insecure environments and working within NGOs is also required.

Languages:
Native or fluent French language skills are considered an advantage, while proficiency in English is mandatory for effective communication in this role.

Additional Notes:
This position is remote, with an expected travel requirement of greater than 25%. The salary range for this role is between USD 110,000 - 130,000 annually, depending on experience and location.
