Job Overview:

Duties and Responsibilities:
The Technical Advisor III will be responsible for several key functions, including:

• Contributing to the design and implementation of agency-wide strategies, standards, tools, and best practices in public health, particularly in health security and resilient health systems.
• Advocating for a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction.
• Providing technical solutions for regional and country program teams, ensuring the application of program design standards and best practices.
• Supporting country programs in staffing project teams effectively.
• Leading capacity strengthening initiatives in health security and integrated multisectoral projects, including developing training strategies and facilitating workshops.
• Mentoring and coaching technical advisors and staff to enhance their skills and knowledge.
• Overseeing the agency's knowledge management and learning agenda in health security, ensuring the documentation and sharing of successes and lessons learned.
• Representing CRS in regional and global forums to foster collaboration and influence health security policies and funding opportunities.
• Networking with organizations to enhance CRS's profile and influence in the health community.

Required Qualifications:
Candidates must possess a strong understanding of technical principles in health security and health system strengthening, with a proven track record in business development activities that secure funding from public and private donors. Proficiency in MS Office and familiarity with information management systems are essential. Excellent relationship management skills are required, along with the ability to influence stakeholders and work effectively in diverse cultural settings. Strong analytical, problem-solving, and strategic thinking skills are necessary, as well as exceptional written and oral communication abilities. Candidates should also demonstrate strong presentation, facilitation, and mentoring skills, and be proactive and results-oriented.

Educational Background:
A Bachelor’s Degree in public health or a health-related field is required. A Master’s Degree in a related field is preferred. Candidates should have experience in developing curricula and tools to support health interventions, as well as experience in program monitoring and evaluation, including the development of indicators and data analysis.

Experience:
Candidates should have a minimum of ten years of work experience in health, with progressive responsibilities, ideally within an international NGO. This includes at least three years of overseas experience in multiple regions as a technical advisor or program manager for health or multisectoral projects.

Languages:
Fluency in English is required, and proficiency in French is preferred. Candidates must be willing to travel up to 30% of the time for this position.
