Job Overview: The Operations Specialist plays a crucial role in supporting the FAO's project portfolio in Angola, particularly in the areas of programme/project budget planning, delivery monitoring, and donor financial reporting. This position is integral to ensuring that projects are implemented effectively and in compliance with FAO and donor regulations. The Operations Specialist will work closely with various stakeholders, including the FAO Representative, Programme and Administration teams, and project coordinators, to facilitate the successful execution of projects aimed at enhancing food security and sustainable resource management. The role requires a proactive approach to identifying issues, proposing solutions, and ensuring that all operational aspects of the projects are managed efficiently.
Duties and Responsibilities: The Operations Specialist will be responsible for a wide range of tasks, including but not limited to: contributing to the development, implementation, and evaluation of programmes/projects; conducting programme budget planning and monitoring; reviewing documents and reports to identify problems and propose corrective actions; coordinating timely project completion and closure; supporting the planning and implementation of programme activities; contributing to funding mobilization efforts; supporting financial transaction planning and budget allocations; monitoring project financial statements; assisting project managers with financial reports; and preparing HR budgetary planning. The role also involves ensuring compliance with FAO corporate policies and donor requirements, facilitating cost planning, and providing operational advice to project teams.
Required Qualifications: Candidates must possess a postgraduate degree or a bachelor's degree with relevant experience in fields such as Business Administration, Operations Management, Public Administration, Supply Chain Management, Finance, Accounting, Economics, Development Studies, Project Management, International Development, or Agriculture. Additionally, a minimum of three years of experience in Operations and Budget Monitoring is required, preferably within FAO, another UN agency, or an international development organization. Candidates should also demonstrate strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment.
Educational Background: The educational background required for this position includes a postgraduate degree in a relevant field, or a bachelor's degree accompanied by significant relevant experience. The degree must be obtained from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience: The position requires a minimum of three years of professional experience in Operations and Budget Monitoring. Experience within FAO, another UN agency, or an international development organization is highly preferred. Candidates should have a proven track record of managing budgets and financial reporting in a project context.
Languages: Proficiency in English and Portuguese is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.
