Job Overview:
The Project Manager (Maritime C2 Data Integration) position is a pivotal role within HQ MARCOM, focusing on the integration of data from various sources to enhance operational decision-making capabilities. The primary objective of this role is to lead projects that improve data integration, engineering, and analysis, thereby enabling data-driven decisions. The successful candidate will be responsible for delivering critical data integration projects while also establishing a center of excellence (CoE) for data integration and a community of practice (CoP) for project management and data science professionals. This fixed-term role spans three years and is essential for developing MARCOM's project management and data governance practices, ensuring that the organization remains at the forefront of maritime operational capabilities.

Duties and Responsibilities:
The duties and responsibilities of the Project Manager include:
  • Leading the delivery of assigned data integration projects, ensuring they are implemented successfully and customer benefits are realized as planned.
  • Developing MARCOM's capabilities in project management and data science, ensuring leaders are well-informed users of available technical capabilities.
  • Identifying opportunities to enhance command and control through improved data integration, providing a prioritized view of these opportunities.
  • Establishing and adopting appropriate architecture, policies, procedures, and guidelines to strengthen the maturity of data integration practices within MARCOM.
  • Collaborating with various stakeholders to ensure alignment and support for data integration initiatives.
  • Monitoring project progress and performance, making adjustments as necessary to meet objectives.
  • Providing training and support to team members and stakeholders on data integration tools and methodologies.
  • Communicating project outcomes and analytical products effectively to both technical and non-technical audiences.

Required Qualifications:
Candidates must possess the following qualifications:
  • A minimum of 5 years of experience in successfully delivering business change projects.
  • A degree in a relevant field such as Business or Computer Science, along with 4 years of post-related experience; or higher secondary education with advanced vocational training leading to a professional qualification or accreditation, accompanied by 5 years of post-related experience and 2 years of function-related experience.
  • Demonstrable experience in delivering data integration projects utilizing AI or machine learning tools such as Databricks, Watson, Microsoft Cognitive Toolkit, or TensorFlow.
  • Proven ability to apply mathematical and statistical models to solve business problems.
  • Experience with data science, analytics, and data integration tools/programming languages on real-world datasets, including Python, R, KNIME, Splunk, and Geo data.

Educational Background:
The educational background required for this position includes:
  • A degree in a relevant field such as Business, Computer Science, or a related discipline.
  • Alternatively, candidates may qualify with higher secondary education and advanced vocational training leading to a professional qualification or accreditation in a relevant field.

Experience:
The level of experience required for this position includes:
  • At least 5 years of experience in delivering business change projects successfully.
  • A minimum of 4 years of post-related experience for candidates with a degree, or 2 years of function-related experience for those with advanced vocational training and professional accreditation.

Languages:
The mandatory language requirement for this position is proficiency in English. Additional languages are considered a plus, particularly those relevant to NATO member countries, as they may enhance communication and collaboration within the multinational team.

Additional Notes:
This position is a fixed-term role for a duration of 3 years.
