Job Overview:
The Evaluation Specialist position is focused on supporting the evaluation of the GEF-7 Common Oceans Programme, which aims to promote sustainable utilization and conservation of biodiversity in areas beyond national jurisdiction. This role involves assessing the overall GEF Programme and its child projects, evaluating their contributions to program-level results, coherence, integration, and effectiveness. The selected candidates will work closely with the OED Evaluation Manager and contribute to a multidisciplinary evaluation team, bringing extensive evaluation expertise and technical knowledge in areas such as ocean governance, sustainable fisheries management, and marine biodiversity conservation. The role requires a commitment to providing objective evaluations that feed into a robust feedback loop for continuous improvement within FAO's programs.
Duties and Responsibilities:
The selected evaluation specialists will be responsible for a variety of tasks, including reviewing relevant program and child project documentation, contributing to evaluation design and data collection instruments, developing theories of change, conducting interviews and field visits, analyzing qualitative and quantitative data, assessing performance of the program and child projects, and leading the drafting of evaluation reports. They will also prepare country studies and technical notes, contribute to stakeholder validation processes, and address feedback from stakeholders and quality assurance reviewers. The role requires collaboration with other team members to ensure comprehensive evaluations that meet the Terms of Reference.
Required Qualifications:
Candidates must possess an advanced university degree in evaluation, social sciences, environmental sciences, fisheries, marine sciences, international development, public policy, economics, or a related field. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of five years of proven experience in evaluation and research, particularly in areas relevant to the GEF Common Oceans Programme, is required. Additionally, candidates must demonstrate strong analytical, written, and verbal communication skills, and have a working knowledge of English at level C. Familiarity with evaluation methods and frameworks is essential, as is experience in international cooperation and multi-stakeholder settings.
Educational Background:
An advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in a relevant field is required. Candidates with a bachelor's degree must have additional professional experience to compensate for the lack of an advanced degree. The educational background should align with the technical areas covered by the Common Oceans Programme, ensuring that candidates have the necessary theoretical and practical knowledge to conduct evaluations effectively.
Experience:
Candidates should have at least five years of relevant experience in evaluation and research, particularly in technical areas related to the GEF Common Oceans Programme.
