Job Overview:
In this role, you will be responsible for developing and managing a portfolio of investments, including grants and contracts, aimed at enhancing primary health care through innovative health systems design and financing. Your work will involve conducting research and analysis across various technical areas while collaborating with other teams through strategic communications and advocacy efforts. You will play a crucial role in shaping the team's strategic vision, building key partnerships both internally and externally, and representing the foundation in relevant external engagements. Your contributions will be vital in ensuring that the foundation's strategies are effectively implemented and aligned with its overarching goals.

Duties and Responsibilities:
Your primary responsibilities will include negotiating, executing, and managing a complex portfolio of grants or performance-based contracts. You will review letters of inquiry and grant proposals, providing insightful written analyses and recommendations for funding. Engaging with grantees and partners will be essential to maximize project impact and ensure alignment with strategic goals, which may involve site visits, operational guidance, and stakeholder meetings. You will develop and manage programs that align with the foundation's strategy and integrate operationally with other programs. Additionally, you will contribute to the design of new strategies and implementation plans to ensure long-term sustainability and impact. Managing relationships with government counterparts will be crucial, ensuring that all engagements remain non-partisan and technical. You will represent the foundation in external constituencies and oversee sub-awardee performance, including budget disbursement and compliance. Coordinating implementation across multiple regions and providing rigorous analysis to address complex systems problems will be key aspects of your role. You will also communicate strategies effectively and manage internal processes to ensure appropriate documentation and reporting across various stages of investment.

Required Qualifications:
Candidates must possess an advanced degree or equivalent experience, preferably in medicine, public health, or a related field. A minimum of 10 years of experience in both the public health and health development sectors is required, ideally with experience in bilateral or multilateral global health organizations. Candidates should have a strong background in health systems strengthening, health financing, and health policy, along with significant project management experience. Strong analytical, writing, and verbal communication skills are essential for engaging with diverse audiences. A solid understanding of sustainable and scalable ventures, as well as strategies for automating data collection processes, is also necessary.

Educational Background:
An advanced degree in medicine, public health, or a related field is required. Equivalent demonstrated experience may also be considered in lieu of formal education. Candidates should have a strong foundation in health systems and financing principles, as well as relevant technical knowledge in health policy and project management.

Experience:
Candidates should have at least 10 years of relevant experience, with a focus on public health and health development sectors. Experience with global health organizations, particularly in health systems strengthening and financing, is highly desirable. Significant project management experience is also required, demonstrating the ability to manage complex portfolios effectively.

Languages:
Fluency in English is mandatory, and proficiency in additional languages relevant to the region may be considered advantageous. Strong communication skills are essential for engaging with a diverse range of stakeholders.

Additional Notes:
This is a limited-time, 12-month term position intended as backfill coverage for the incumbent. Candidates must be legally authorized to work in Kenya without requiring visa sponsorship. The role may involve domestic and international travel of up to 60% to support business needs, with a focus on Tanzania, which represents approximately 60% of the scope of work.
