Job Overview: The Director of Information Systems leads the Information Systems department within the Logistics & Information Systems Directorate of Solidarités International. The primary responsibilities include defining and steering the information systems strategy in alignment with the organization's objectives, developing the information systems master plan, and ensuring the continuous alignment between business needs, technological advancements, and operational challenges. The role also involves supporting the organization's digital transition by formalizing business needs and managing impactful digital transition projects. The Director is responsible for ensuring the performance, security, and continuity of the information system, defining cybersecurity strategies, and overseeing IT infrastructure and data governance. Additionally, the Director develops policies, standards, and procedures for information systems, maintains technological vigilance, and fosters the development of digital skills within the organization. The position also includes managing a multidisciplinary team and representing the organization in various partnerships and networks.
Duties and Responsibilities:
Define and pilot the information systems strategy in coherence with the objectives of Solidarités International and the Logistics & Information Systems Directorate.
Develop the information systems master plan, define investment priorities, and manage the digital roadmap of the organization.
Ensure continuous alignment between business needs, technological developments, and operational challenges.
Support business units in formalizing their needs and manage high-impact digital transition projects.
Guarantee the coherence of the application portfolio, optimize processes, and support the evolution of work practices through digital solutions.
Ensure the availability, performance, and security of the information system, define cybersecurity strategies, and oversee IT and telecom infrastructures.
Supervise IT support, manage the IT asset inventory, and ensure quality service delivery to users both at headquarters and in the field.
Develop policies, standards, and procedures in the field of information systems, and maintain technological vigilance.
Manage a multidisciplinary team of system administrators, project managers, and data management specialists. 1
Oversee human, technical, and financial resources necessary for implementing the service strategy, including budget management and investment arbitration. 1
Define service objectives, implement performance indicators, and ensure quality service delivery. 1
Represent Solidarités International with technical partners, humanitarian networks, and specialized service providers.
Required Qualifications:
Higher education degree (Bac+5) in computer science, information systems, engineering, or equivalent field.
Significant experience in managing an information systems department or service.
Proven experience in leading digital transition projects and complex information systems projects.
Experience in managing multidisciplinary teams.
Experience within an international humanitarian NGO or in a multicultural environment is a significant asset.
Excellent mastery of information systems governance and digital transition.
Strong skills in infrastructure, business applications, cybersecurity, and project management.
Ability to communicate effectively with both technical and business stakeholders and to facilitate change.
Educational Background: Candidates must possess a higher education degree (Bac+5) in fields such as computer science, information systems, engineering, or a related area. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to manage complex information systems effectively.
Experience: Candidates should have significant experience in managing an information systems department or service, with a proven track record in leading digital transition projects and complex information systems initiatives. Experience in managing multidisciplinary teams is also required, along with a background in an international humanitarian NGO or a multicultural environment, which is considered a valuable asset.
Languages: Fluency in French and English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of international operations and partnerships.
Additional Notes: The position is based at the headquarters of Solidarités International in Clichy la Garenne, with occasional travel required. It is a permanent contract (CDI) with a managerial status. The gross monthly salary ranges from €4,162 to €4,335, depending on the candidate's experience and the organization's salary scale. There is a possibility of remote work within metropolitan France, with a requirement for three days of in-person attendance per month. The organization offers 2.0833 vacation days per month and one RTT day for each full month of work. Additional benefits include health insurance coverage (80%), meal vouchers (60%), and transportation subsidies for Île de France (50%). The organization also provides recovery days and full medical coverage during field missions.
