Job Overview:
The Programme Management Assistant position is crucial for providing comprehensive administrative, financial, human resources, and programmatic support to the OHCHR Regional Office for the Caribbean Community located in Nassau, Bahamas. The incumbent will work closely with professional staff members and counterparts in OHCHR offices in Geneva and Panama to ensure the effective planning and implementation of departmental programs and projects. This role involves assisting in the coordination of program/project planning, monitoring the status of proposals, and ensuring that all project documents are completed and submitted for approval. The Programme Management Assistant will also be responsible for preparing and analyzing budget proposals, monitoring and evaluating programs/projects, and collaborating with program/project managers on performance reporting. The position requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently while maintaining high standards of accuracy and quality in all outputs.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Assistant include providing administrative support to the office, assisting in the planning and implementation of complex departmental programs and projects, coordinating program/project planning and preparation, monitoring the status of proposals, and ensuring timely submission of project documents. The incumbent will prepare and analyze budget proposals, review submissions, and ensure that all requisite information is included. Additionally, the Programme Management Assistant will monitor and evaluate programs/projects, track and analyze data, prepare revised budget estimates, and report on expenditures and obligations. The role also involves liaising with various organizational units to facilitate project implementation, preparing and maintaining files and databases, drafting correspondence related to program/project administration, and providing guidance and training to new or junior staff members. The incumbent will perform other duties as assigned by the Regional Representative.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of seven years of experience in program or project administration, technical cooperation, or a related area is required. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Experience within the United Nations common system or similar international organizations is desirable, as is experience working with Enterprise Resource Planning (ERP) systems and talent management platforms such as Inspira. The role demands a strong understanding of internal policies, processes, and procedures related to program/project administration and implementation.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent. While specific job-related qualifications are not detailed, candidates with higher education degrees may have an advantage in meeting the experience requirements, particularly if they possess a first-level university degree or higher.

Experience:
The position requires a minimum of seven years of relevant experience in program or project administration, technical cooperation, or a related area.
