Job Overview:
As the Senior Officer for the Resource Mobilization Hub, you will play a pivotal role in coordinating capital use and demand within the Global Policy and Advocacy (GPA) division. This position is crucial for building and maintaining a prioritized pipeline of capital needs, including costed capital stacks and investable opportunities, particularly for the foundation's Mission Priorities. You will collaborate closely with various teams to translate program priorities into investment-ready opportunities, ensuring that the Resource Mobilization Hub and deal teams have a clear understanding of capital deployment readiness and financing gaps. This role requires strong problem-solving skills, project management capabilities, and the ability to navigate complex partnerships and competing priorities. You will also be responsible for maintaining accurate and accessible data on capital uses through the RM Hub's DealFlow intelligence system.

Duties and Responsibilities:
Your responsibilities will include cultivating capital use and demand by maintaining a comprehensive database of live costed capital stacks and investable opportunities. You will work with Program Strategy Teams (PSTs) and Mission Priority (MP) teams to create long-lists of investables and funds, develop a readiness framework for self-assessment of investable readiness, and propose prioritization based on strategic alignment. Additionally, you will facilitate matchmaking between prioritized funds and financing partners, provide investment expertise to deal teams, and support knowledge management by surfacing findings about investable development. You will also prepare and present updates on pipeline status and financing gaps to senior leadership, ensuring that the investments function is integrated into GPA's resource mobilization processes.

Required Qualifications:
Candidates must have experience in building and managing complex investment pipelines, particularly in structured finance and blended capital. A demonstrated ability to assess and structure financing opportunities across various capital types is essential. Strong analytical and financial modeling skills are required, along with experience coordinating across complex organizations. Familiarity with knowledge management systems and the ability to translate technical requirements into funder-relevant narratives are also important. Excellent communication skills, both written and oral, are necessary for preparing materials for senior decision-makers.

Educational Background:
A relevant educational background is required, typically including a degree in finance, economics, public policy, or a related field. Advanced degrees may be preferred, particularly for roles that require high-level analytical and strategic thinking.

Experience:
Candidates should have significant experience in investment pipeline management, ideally within a global health or development context. Experience with financial modeling and structuring, as well as familiarity with the global health financing landscape, is highly desirable.
