Job Overview:
The position of National Consultant on Gender, Social and Environmental Standards (SES), and Stakeholder Engagement is crucial for the successful implementation of the GEF project titled 'Rural Electrification for Community Wellbeing'. The consultant will be responsible for conducting gender analyses, identifying and consulting stakeholders, developing stakeholder engagement plans, and integrating gender and SES considerations into project documents. This role requires a deep understanding of gender issues and environmental standards, as well as the ability to engage effectively with various stakeholders to ensure their voices are heard in the project planning and execution. The consultant will work primarily from home but will also conduct field visits as necessary to gather information and engage with local communities. The position is expected to span 40 working days between July 2026 and March 2027, emphasizing the importance of flexibility and adaptability in the consultant's approach to the work.

Duties and Responsibilities:

• Conduct comprehensive gender analyses to identify the specific needs and challenges faced by different genders in the context of rural electrification.
• Identify and engage with relevant stakeholders, including local communities, government agencies, and NGOs, to gather input and ensure their perspectives are integrated into project planning.
• Develop detailed stakeholder engagement plans that outline how stakeholders will be involved throughout the project lifecycle.
• Integrate gender and SES considerations into all project documents, ensuring compliance with UNDP and GEF standards.
• Support the preparation of the Project Document (ProDoc) and submission dossier to the GEF, ensuring all necessary information is included and presented clearly.
• Provide ongoing support and guidance to project teams on gender and SES issues, helping to build their capacity to address these concerns effectively.
• Conduct field visits as needed to gather data and engage with stakeholders directly, ensuring that the project remains responsive to local needs and conditions.
• Prepare reports and documentation summarizing findings and recommendations related to gender and SES integration in the project.

Required Qualifications:

• Proven expertise in gender analysis and social and environmental standards, particularly in the context of development projects.
• Strong understanding of stakeholder engagement processes and methodologies.
• Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse groups.
• Familiarity with UNDP and GEF policies and procedures related to gender and environmental standards.
• Ability to work independently and manage multiple tasks effectively, demonstrating strong organizational skills.
• Proficiency in using digital tools and platforms for remote work and communication.

Educational Background:
A Master's degree in Gender Studies, Social Sciences, Environmental Studies, or a related field is required. Additional certifications or training in gender analysis, social and environmental standards, or stakeholder engagement will be considered an asset.

Experience:
A minimum of 5 years of professional experience in gender analysis, social and environmental standards, or related fields is required. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Proven track record of successfully engaging stakeholders and integrating gender considerations into project planning and implementation is essential.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Chad. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and partners.

Additional Notes:
This position is a consultancy role with a contract duration of 40 working days, spread over several months. The consultant will primarily work remotely, with field visits required as per project needs. The role is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
