Job Overview:
The position of Monitoring, Evaluation & Learning (MEL) Consultant is designed to enhance the effectiveness of UNDP's projects in Lebanon by ensuring that robust monitoring and evaluation frameworks are in place. The consultant will be responsible for developing and implementing MEL strategies that align with UNDP's goals and objectives. This role requires a deep understanding of the local context and the ability to analyze data to inform decision-making processes. The consultant will work closely with project teams to ensure that lessons learned are documented and shared, fostering a culture of continuous improvement within the organization. Additionally, the consultant will be expected to engage with stakeholders to gather feedback and insights that can enhance project outcomes.

Duties and Responsibilities:

• Develop and implement comprehensive monitoring and evaluation frameworks for UNDP projects in Lebanon.
• Conduct regular assessments and evaluations to measure project effectiveness and impact.
• Collaborate with project teams to identify key performance indicators and ensure data collection methods are robust and reliable.
• Analyze quantitative and qualitative data to provide actionable insights and recommendations.
• Prepare detailed reports and presentations on evaluation findings for stakeholders.
• Facilitate workshops and training sessions to build the capacity of project staff in MEL practices.
• Ensure that lessons learned are documented and disseminated to improve future project design and implementation.
• Engage with external stakeholders, including government agencies and civil society organizations, to gather feedback and enhance collaboration.
• Stay updated on best practices and innovations in monitoring and evaluation to continuously improve UNDP's MEL approaches.

Required Qualifications:

• Proven experience in monitoring and evaluation, preferably in the context of international development.
• Strong analytical skills with the ability to interpret complex data sets.
• Excellent communication skills, both written and verbal, with the ability to present findings clearly to diverse audiences.
• Familiarity with UNDP's policies and procedures is an asset.
• Strong interpersonal skills and the ability to work collaboratively in a team environment.
• Proficiency in using statistical software and data visualization tools is desirable.

Educational Background:
A Master's degree in social sciences, development studies, statistics, or a related field is required. Additional certifications in monitoring and evaluation methodologies will be considered an advantage.

Experience:
A minimum of 5 years of professional experience in monitoring and evaluation, with a focus on development projects. Experience working with UN agencies or international NGOs is highly desirable. Demonstrated experience in conducting evaluations and assessments in a complex environment is essential.

Languages:
Fluency in Arabic and English is mandatory. Knowledge of French is an asset and will be considered a plus.

Additional Notes:
This position is for national individual consultants and is part of a roster for future opportunities. The contract duration will be determined based on project needs and consultant availability. The position is expected to be full-time, with flexibility in working hours to accommodate project demands. Compensation will be commensurate with experience and in line with UNDP's policies.
