Job Overview:
The position is part of a call for roster for national individual consultants specializing in governance and public sector reform. The selected candidates will be expected to contribute to the UNDP's mission of enhancing governance frameworks and improving public sector efficiency in Lebanon. This role involves providing expert advice, conducting assessments, and supporting the implementation of reform initiatives that align with national priorities and international standards. The consultants will work closely with government entities, civil society organizations, and other stakeholders to facilitate dialogue, build capacity, and promote inclusive governance practices. The position requires a strong understanding of the political, social, and economic context of Lebanon, as well as the ability to navigate complex institutional landscapes.
Duties and Responsibilities:
The duties and responsibilities for this position include but are not limited to: conducting comprehensive assessments of governance structures and public sector performance; providing technical assistance to government agencies in the design and implementation of reform strategies; facilitating workshops and training sessions for public officials and stakeholders; developing policy recommendations based on best practices and empirical evidence; collaborating with UNDP teams and partners to ensure alignment of initiatives with national development goals; preparing reports and documentation to communicate findings and recommendations; and participating in monitoring and evaluation activities to assess the impact of governance reforms.
Required Qualifications:
Candidates must possess a strong background in governance, public administration, or a related field. They should have demonstrated experience in public sector reform initiatives, policy analysis, and stakeholder engagement. Additionally, candidates should have excellent analytical and communication skills, with the ability to present complex information clearly and effectively. Proficiency in project management and familiarity with international development frameworks will be considered an asset. Candidates should also be able to work independently and as part of a team, demonstrating flexibility and adaptability in a dynamic environment.
Educational Background:
A minimum of a Master's degree in public administration, political science, international relations, or a related field is required. Candidates with additional certifications or training in governance, public policy, or project management will be preferred. A strong academic background that includes coursework relevant to governance and public sector reform is essential for this position.
Experience:
Candidates should have at least 5 years of relevant professional experience in governance, public sector reform, or related fields. Experience working with international organizations, government agencies, or civil society organizations in Lebanon or the region will be highly valued. Proven track record of successfully implementing governance projects and engaging with diverse stakeholders is essential for this role.
Languages:
Fluency in Arabic and English is mandatory, as these are the primary languages of communication in Lebanon. Knowledge of French or other languages will be considered an asset, particularly in enhancing communication with various stakeholders and partners.
Additional Notes:
This position is for individual contractors and is part of a roster system, meaning that selected candidates may be called upon as needed for specific projects or assignments. The contract duration will vary based on project requirements, and candidates should be prepared for both short-term and long-term engagements. The position is full-time, and candidates may be required to work on-site in Lebanon or remotely, depending on the nature of the assignments. Compensation will be commensurate with experience and in line with UNDP standards.
