Job Overview:
This consultancy position is situated within UNEP’s Climate Change Division, specifically in the Mitigation Branch, Global Funds Mitigation and Transparency team, focusing on Latin America and the Caribbean (LAC). The consultant will be responsible for the development of the CEO endorsement request package for two GEF mitigation projects: CBIT II Cuba and CBIT II Paraguay. The role requires a comprehensive understanding of climate change mitigation strategies and the ability to coordinate with various stakeholders, including national governments and local consultants. The consultant will work remotely and is expected to deliver high-quality outputs in a timely manner, ensuring that all project elements align with GEF guidelines and national priorities. This position is part-time and expected to last for 10 months, allowing for flexibility in work hours while maintaining a commitment to project deadlines and deliverables.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including leading the preparation of the CEO endorsement document and its attachments, coordinating the development and implementation of the Stakeholder Engagement Plan, and ensuring that all substantive elements of the CEO endorsement document are designed effectively. Responsibilities also include preparing an outline of the strategy and methodology for the CEO Endorsement Document package, ensuring compliance with GEF and UNEP templates, and aligning project elements with national strategies through consultations with experts. The consultant will support the organization of stakeholder consultation workshops, conduct gender analyses, prepare mission reports, and draft the final CEO Endorsement Document for UNEP internal review. Additionally, the consultant will manage communications regarding project status and risks, ensuring that all stakeholders are informed and engaged throughout the process.

Required Qualifications:
Candidates must possess an advanced university degree in fields such as environmental sciences, climate change, economics, development, engineering, finance and administration, international cooperation, or a related discipline. Alternatively, a first-level degree with two additional years of qualifying experience in relevant fields may be accepted. A minimum of five years of experience in developing, assessing, evaluating, or managing projects related to climate change, renewable energy, environment, or development is required, with at least three years of experience specifically in the Latin America and Caribbean region. Experience in drafting project proposals and assessing project documents is essential, along with a background in working with multilateral or bilateral funding entities in the climate change sector. Familiarity with GEF or UNEP projects is desirable, as are strong communication skills for effective interaction with government representatives and project stakeholders.

Educational Background:
An advanced university degree in environmental sciences, climate change, economics, development, engineering, finance and administration, international cooperation, or a related discipline is required for this position. Candidates with a first-level degree may be considered if they have two additional years of relevant experience. This educational background is crucial for understanding the complexities of climate change projects and the necessary frameworks for their successful implementation.

Experience:
The position requires a minimum of five years of relevant experience in the fields of climate change, renewable energy, environment, or development. Within this timeframe, candidates must have at least three years of experience specifically working in the Latin America and Caribbean region. This experience should include developing, assessing, and managing projects, as well as drafting project proposals and evaluating project documents. Familiarity with GEF or UNEP projects is highly desirable, as is experience working with multilateral or bilateral funding entities.

Languages:
Fluency in both oral and written Spanish and English is required for this consultancy role, as these are the primary working languages of the United Nations Secretariat. Proficiency in French is also beneficial, but not mandatory. The ability to communicate effectively in these languages is essential for managing interactions with government representatives and stakeholders involved in the project.
