Consultant Expert on TFGBV Capacity Strengthening of Frontline Service

Job Overview:
The primary purpose of this consultancy is to provide support to the Asia Pacific Regional Office in strengthening programming to address Technology-Facilitated Gender-Based Violence (TFGBV) across the region. The consultant will work under the leadership of the UNFPA APRO GBV Advisor and the APRO Humanitarian Team to enhance the capacities of frontline responders in managing and integrating TFGBV into standard practices. This includes developing tools, standard operating procedures, and guidelines for survivor-centered TFGBV response services, facilitating knowledge sharing among relevant actors, and documenting lessons learned to inform program improvements. The consultant will also be responsible for developing culturally appropriate TFGBV prevention materials and providing technical reviews of existing laws and policies to ensure they adequately address TFGBV.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:

• Supporting UNFPA country offices and partners in developing tools, standard operating procedures, and guidelines to enhance frontline responders' capacities for managing and integrating TFGBV into their practices.
• Facilitating knowledge sharing among relevant actors to improve continuity of care for survivors.
• Documenting lessons learned and emerging trends in TFGBV programming to inform ongoing program improvements.
• Developing culturally appropriate TFGBV prevention materials tailored to the needs of the region.
• Conducting technical reviews of existing and new laws and policies to ensure they effectively address TFGBV.
• Facilitating stakeholder consultations on TFGBV, engaging government, UN agencies, development partners, and civil society organizations.
• Contextualizing and rolling out existing TFGBV guidance and training resources, supporting learning in areas such as survivor-centered response and online harm.
• Facilitating Training of Trainers (ToT) on online harm and digital security" style="border-bottom: 1px dotted #007bff !important;">security to strengthen sustainable national capacity.
• Supporting the TFGBV Response Hub by enhancing TFGBV expertise in the region. 1
• Operationalizing a survivor-centered rapid-response system for TFGBV.

Required Qualifications:
The position requires a Master's degree in public administration, health, social work, political science, gender studies, human rights, AI Policy, Technology, or a related field. Candidates must have at least 5 years of relevant experience, including demonstrated experience in GBV/SRHR/TFGBV programming, content development, and/or training design. A deep understanding of GBV guiding principles and the ability to provide a survivor-centered response is essential. Practical experience in providing remote/digital support to survivors of online violence, including case triage and safety planning, is also required. Familiarity with the legal and policy contexts related to GBV/TFGBV within the Asia and Pacific Regions is an asset, as is prior experience working with the UN system.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as public administration, health, social work, political science, gender studies, human rights, AI Policy, Technology, or a related discipline. This educational background is crucial for understanding the complexities of gender-based violence and the necessary frameworks for addressing it effectively.

Experience:
The consultant should have a minimum of 5 years of relevant experience in GBV/SRHR/TFGBV programming. This includes demonstrated experience in content development and training design, as well as practical experience in providing remote support to survivors of online violence. Experience in developing or operationalizing digital support services, conducting research, and facilitating workshops and webinars is also essential. Familiarity with the legal and policy contexts related to GBV/TFGBV in the Asia and Pacific Regions is advantageous, as is experience working with local civil society organizations and community networks.

Languages:
Fluency in English (written and spoken) is required for this position. Additional language skills relevant to the Asia Pacific region would be considered an asset, enhancing communication and engagement with diverse stakeholders.

• The consultant will develop a work plan in consultation with the UNFPA APRO GBV Team and APRO Humanitarian Team. Payment will be based on a daily rate, with installments made upon the completion of specified deliverables. The consultant will report to the UNFPA APRO GBV Advisor and will be expected to travel to the Regional Office or UNFPA Country Offices as needed, with travel expenses covered by UNFPA in accordance with their travel policy.
