Job Overview:
The MEAL Partnership Specialist plays a crucial role in enhancing the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and practices of DRC’s local partners, which include national NGOs, community-based organizations (CBOs), and volunteer groups. This position is supervised by the MEAL Manager and works closely with the Partnership Manager/Partnership Coordinator to provide tailored technical support to partners. The specialist is responsible for developing MEAL frameworks, data collection tools, and reporting systems while ensuring compliance with DRC MEAL standards and donor requirements. The role emphasizes improving data quality, verifying Means of Verification (MoVs), capturing lessons learned, and ensuring accurate reporting practices. Additionally, the specialist contributes to strengthening partners’ capacities and promotes the use of data for accountability, learning, and design" style="border-bottom: 1px dotted #007bff !important;">program design and improvement.
Duties and Responsibilities:
The MEAL Partnership Specialist has a comprehensive set of responsibilities that include supporting local partners in designing logical frameworks, indicators, and MEAL workplans for projects. The specialist provides ongoing technical support to partner MEAL focal points in developing and reviewing data collection tools for surveys and monitoring activities. They work closely with Area Office teams to ensure partners align their workplans with agreed objectives and timelines. The specialist is responsible for conducting verification exercises, reviewing Means of Verification submitted by partners, and ensuring quality and compliance with project requirements. Regular follow-ups with partner organizations are essential to support accurate and timely reporting of achievements. The specialist also collaborates with partners during assessments and reviews partner reports to provide technical feedback. Additionally, the role involves conducting MEAL Due Diligence assessments, developing capacity-building plans, and facilitating knowledge sharing across partners. The specialist participates in joint monitoring visits, supports digital data collection, and ensures alignment of MEAL frameworks across partners. They also monitor accountability mechanisms and support partners in documenting lessons learned and best practices.
Required Qualifications:
Candidates for the MEAL Partnership Specialist position must possess a minimum of 3 years of experience in MEAL, with a focus on partnerships or capacity development. Proven experience in developing and applying data collection tools is essential. A strong understanding of civil society landscapes and the challenges faced by local organizations in contexts like Sudan is required. Candidates should have a solid grasp of monitoring systems, MEAL frameworks, and indicator tracking, along with experience in data management tools and platforms such as Excel and Kobo. Strong interpersonal and facilitation skills are necessary to work effectively with local organizations.
Educational Background:
A Bachelor’s degree in Social Science, Development Studies, Statistics, or a related field is preferred for this position. Additional certifications in relevant areas such as MEAL programs or courses would be advantageous.
Experience:
The position requires at least 3 years of relevant experience in MEAL, particularly with a focus on partnerships or capacity development. Candidates should have a proven track record in developing and applying data collection tools and methodologies.
Languages:
Full working proficiency in English and Arabic is mandatory for this role. Knowledge of additional languages may be considered an asset but is not required.
