Job Overview:
The Senior Manager, Global Procurement (GP) - Corporate and Professional Services is tasked with providing strategic leadership across various service categories including Travel, Translation, Insurance, Cash, Financial and HR Services, which encompasses payroll and benefits administration, learning and development platforms, recruitment, and global mobility. This role is pivotal in establishing disciplined, forward-looking category management across these areas, translating business demand into effective sourcing strategies, shaping competitive markets, negotiating high-value agreements, and building supplier ecosystems that enhance value, service quality, risk management, and overall staff experience. The Senior Manager will influence decisions across multiple departments including People & Culture, Safety & security" style="border-bottom: 1px dotted #007bff !important;">Security, Finance, Legal, Risk & Compliance, and country programs, ensuring that procurement strategies align with organizational goals and operational needs.

Duties and Responsibilities:
  • Category Strategy and Portfolio Leadership: Own and execute multi-year category strategies for Travel, Translation, Insurance, Cash, HR Services, and other corporate and professional services categories as assigned. Convert insights from spend, demand, market, supplier, and risk into actionable category plans, sourcing priorities, value targets, and implementation roadmaps. Create tailored sourcing guides for each category, incorporating market intelligence, pricing models, contracting approaches, evaluation criteria, and negotiation strategies. Build an integrated pipeline with business owners to align sourcing activities with contract expirations, renewal windows, benefits cycles, and operational priorities. Identify and deliver measurable value through cost optimization, demand management, service improvement, risk reduction, and enhancing employee experience.
  • Strategic Sourcing and Commercial Delivery: Lead complex, high-value sourcing initiatives from strategy development and market engagement through RFx processes, evaluation, negotiation, award, and implementation. Design sourcing and negotiation strategies that enhance competition, improve commercial terms, and reflect the operational and regulatory realities of IRC's global operations. Establish robust evaluation governance to ensure transparent decision-making and accountability. Advise business owners on specifications, statements of work, service levels, pricing structures, and contract models that drive performance and protect IRC's interests. Manage commercial escalations and resolve significant supplier, service, and contractual issues in collaboration with Legal, Finance, Risk & Compliance, People and Culture, and operational stakeholders.
  • Supplier Strategy and Performance: Develop a resilient supplier pool through framework agreements, pre-qualified panels, strategic partnerships, and appropriate regional or global coverage models. Segment suppliers based on value, criticality, and risk, applying differentiated governance and relationship management approaches across the portfolio. Set performance expectations and lead structured business reviews using service, cost, risk, innovation, and stakeholder experience metrics. Drive supplier accountability, corrective actions, and continuous improvement while identifying opportunities for innovation and enhanced market capability. Evaluate and document single-source or waiver recommendations when competition is not feasible, ensuring compliance with policies.
  • Stakeholder Leadership and Business Partnership: Serve as the principal Global Procurement partner to People & Culture, Safety & Security, and other corporate functions reliant on the assigned categories. Influence senior stakeholders with evidence-based recommendations on market options, supplier strategies, commercial trade-offs, risk, and total value. Translate functional priorities into executable procurement plans, clarifying scope, roles, timelines, decisions, and dependencies. Collaborate with Safety & Security on travel duty of care and traveler risk management requirements, ensuring supplier and contracting strategies meet organizational obligations. Build procurement capability among stakeholders by promoting early engagement, disciplined planning, and consistent use of category and sourcing standards.
  • Governance, Risk, and Performance: Ensure all sourcing and supplier management activities comply with IRC policies, donor requirements, delegated authorities, and audit standards. Integrate privacy, information security, ethical, and regulatory requirements into sourcing and contracting, particularly concerning HR and Insurance providers handling sensitive personal data. Maintain accurate data on spend, contracts, pipelines, savings, risks, and supplier performance; utilize insights to guide priorities and demonstrate portfolio impact. Ensure sourcing decisions and contract records are complete, current, and audit-ready. Contribute category expertise and market insights to enterprise-wide procurement transformation and continuous improvement initiatives.

Required Qualifications:
Essential qualifications include a Bachelor's degree in supply chain, business administration, or a related discipline, or equivalent professional experience. Candidates should possess CIPS Level 4 or higher, or an equivalent procurement qualification. A minimum of seven years of progressively responsible procurement experience is required, with substantial ownership of category management and strategic sourcing. Demonstrated success in leading complex competitive sourcing, multi-supplier evaluations, commercial negotiations, and contract awards is essential. Strong commercial judgment and a proven track record of enhancing value, supplier performance, and risk outcomes are necessary. The ability to influence senior stakeholders, navigate competing priorities, and translate business requirements into practical sourcing strategies is crucial. Candidates must also exhibit strong analytical capabilities across spend analysis, market assessment, business case development, and performance reporting. Excellent written and verbal communication skills are required, with the ability to present complex issues and recommendations clearly.

Educational Background:
Candidates must have a Bachelor's degree in supply chain, business administration, or a related field. A Master's degree in a relevant field is desirable but not mandatory. Additionally, candidates should hold CIPS Level 4 or higher, or an equivalent procurement qualification, which demonstrates a solid foundation in procurement principles and practices.

Experience:
The position requires at least seven years of progressively responsible procurement experience, which includes substantial ownership of category management and strategic sourcing. Candidates should have a proven track record of leading complex competitive sourcing initiatives, managing multi-supplier evaluations, and executing successful commercial negotiations and contract awards. Experience in an NGO or nonprofit environment is preferred, particularly familiarity with donor compliance frameworks.

Languages:
The mandatory language for this position is English. Additionally, working knowledge of Spanish or Arabic is considered a desirable asset, enhancing the candidate's ability to engage with diverse stakeholders and suppliers across different regions.

Additional Notes:
This position offers a competitive compensation package, with US pay rates ranging from $72,930 to $119,000 per year and UK pay rates between £52,000 and £62,000 per year. Compensation ranges are influenced by various factors including labor market conditions, job type, internal equity, and budget considerations. Exact offers will be calibrated based on work location, individual candidate experience, and skills relative to the defined job requirements.
