Job Overview:
The Emergency Supply Chain Coordinator plays a crucial role in ensuring the success and quality delivery of programs within the IRC's Ebola response efforts. This position encompasses the design, planning, execution, and monitoring of supply chain activities, which include procurement, logistics, inventory management, property and asset management, as well as vehicle and fleet management. The coordinator is responsible for developing and implementing effective supply chain strategies that comply with IRC and donor regulations while aligning with program objectives. This role requires continuous improvement of performance quality within the supply chain team and ensuring stakeholder satisfaction through service-oriented practices. The position is based in Bunia, with potential travel to various locations depending on program needs and operational expansion.

Duties and Responsibilities:

• Supply Chain Planning: Develop and implement supply chain plans to support program implementation, including procurement, warehousing, transport, staffing, distribution, and training plans. Ensure procurement plans are created for all active grants in collaboration with program coordinators. Coordinate with supply chain field staff to ensure adequate warehouse space before dispatching supplies.
• Procurement Management: Manage IRC's procurement strategies and ensure compliance with IRC and donor policies. Oversee the execution of procurement contracts and ensure timely procurement of program supplies. Organize training sessions for procurement committees and ensure all procurement documents are reviewed before payments.
• Inventory Management: Control all inventory and warehouse operations, ensuring accurate record-keeping and adherence to inventory policies. Conduct regular spot checks and surprise inventory counts.
• Assets Management: Oversee the procurement, maintenance, and record-keeping of all IRC assets related to the Ebola response. Ensure assets are tracked, maintained, and disposed of according to IRC policies.
• Fleet Management: Coordinate all fleet and transportation activities, ensuring vehicles are maintained and operated according to IRC policies. Review fuel consumption and vehicle utilization regularly.
• Compliance and Ethics: Identify compliance risks in supply chain processes and implement strong procurement controls.
• Learning and Development: Assess training needs and develop training plans for supply chain staff.
• Supply Chain Team Management: Ensure new team members receive proper orientation and implement personnel policies, including performance evaluations and staff development.

Required Qualifications:
Candidates must possess a Bachelor’s degree in supply chain/logistics or a related field, along with a minimum of 5 years of progressive experience in supply chain management. Demonstrated success as a supply chain leader across various disciplines, including planning, procurement, and logistics, is essential. Candidates should have a broad knowledge of supply chain strategies, market analysis techniques, and experience in emergency response. Strong collaboration and interpersonal skills are required, along with the ability to work effectively in a matrixed structure. Financial management and budgeting skills are also necessary, along with excellent training and coaching abilities.

Educational Background:
A Bachelor’s degree in supply chain/logistics or a related field is required. Equivalent education and experience may also be considered. Candidates should have a strong understanding of supply chain management principles and practices, particularly in emergency contexts.

Experience:
Candidates should have at least 5 years of progressive experience in supply chain management, with a proven track record in emergency response settings. Experience in procurement, logistics, inventory management, and asset management is crucial. Familiarity with supply chain ERP systems is preferred.

Languages:
Fluency in French is required, and proficiency in English is highly desirable. Candidates should possess strong communication skills in both languages to effectively engage with diverse stakeholders.
