Job Overview:
The consultancy aims to design and conduct an endline evaluation survey to assess the effectiveness, outcomes, and impact of UNFPA-supported Gender-Based Violence (GBV) capacity strengthening initiatives implemented under humanitarian response programmes. The consultant will evaluate changes in knowledge, skills, attitudes, confidence, and application of learning among Women-Led Organizations (WLOs), GBV service providers, and humanitarian workers who participated in GBV capacity development activities. The findings from this evaluation will be crucial for informing programme improvements, ensuring accountability to donors, guiding future capacity-building investments, and supporting evidence-based programming. The consultant will work under the supervision of the GBV Programme Specialist and will receive technical guidance from the GBV Programme team and relevant Monitoring and Evaluation personnel.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:

• Inception Phase: Review relevant programme documents, hold inception meetings with UNFPA and IMC technical teams, and develop an inception report outlining methodology, sampling approach, survey framework, data collection plan, and workplan.
• Survey Design: Develop data collection tools such as structured quantitative questionnaires, qualitative interview guides, focus group discussion guides, key informant interview guides, and observation checklists. These tools will assess individual and organizational capacities related to GBV.
• Sampling: Develop a statistically appropriate sampling methodology covering target groups, ensuring representation by state, organization, gender, disability inclusion, and years of experience.
• Data Collection: Conduct field and/or remote data collection using mixed methods, including online surveys, face-to-face interviews, key informant interviews, focus group discussions, and desk research.
• Data Analysis: Analyze quantitative and qualitative data using appropriate statistical software, focusing on the capacity of WLOs and providing an overview of the project's impact.
• Reporting: Prepare a Project Impact Report that includes an executive summary, methodology, limitations, findings, comparative analysis, conclusions, lessons learned, good practices, and recommendations.
• Validation Workshop: Present the draft report to UNFPA and stakeholders, facilitating feedback collection for the final report.
• Deliverables: Final Project Impact Report, executive summary, PowerPoint presentation, clean dataset, data collection tools, codebook, and statistical outputs.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree preferred) in fields such as gender studies, development studies, sociology, psychology, humanitarian studies, international development, or other relevant disciplines. Additionally, a minimum of 5 years of progressively responsible professional experience in monitoring and evaluation, programme evaluation, or research is required. Demonstrated experience conducting large-scale surveys, evaluations, and assessments is essential, along with proven experience in humanitarian programming, particularly in Gender-Based Violence (GBV) and protection. Experience working with UN agencies, international NGOs, national NGOs, and Women-Led Organizations is highly desirable.

Educational Background:
The position requires an advanced university degree, preferably a Master's degree, in one or more relevant fields such as gender studies, development studies, sociology, psychology, humanitarian studies, or international development. This educational background is crucial for understanding the complexities of GBV and the humanitarian context in which the consultant will operate.

Experience:
The consultant should have a minimum of 5 years of progressively responsible professional experience in monitoring and evaluation, programme evaluation, or research. This experience should include conducting large-scale surveys, evaluations, and assessments, particularly in the context of humanitarian programming and Gender-Based Violence (GBV). Proven experience working with UN agencies, international NGOs, national NGOs, and Women-Led Organizations is highly desirable, as it demonstrates the ability to navigate the complexities of the sector and engage effectively with various stakeholders.

Languages:
Fluency in both English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, conducting interviews, and preparing reports. Additional language skills may be considered an asset but are not required.

Additional Notes:
This consultancy position is home-based with expected travel to selected implementation locations within Sudan, subject to security" style="border-bottom: 1px dotted #007bff !important;">security-clearance" style="border-bottom: 1px dotted #007bff !important;">security clearance and operational feasibility. The consultant is responsible for organizing their own travel for the purpose of this consultancy. The expected timeline for deliverables includes: inception report within 5 working days after contract signing, final methodology and tools within 2 working days, data collection over 25 working days, analysis and drafting of the impact report within 7 working days, validation workshop preparation within 2 working days, and final report within 3 working days. The consultant is required to provide weekly progress updates, participate in regular coordination meetings with UNFPA, and submit draft deliverables for technical review, incorporating feedback into revised deliverables.
