Job Overview:
The Chargé.e de Projet Territorial Seine-Saint-Denis (SSD) plays a crucial role in contributing to the influence strategy in Île-de-France and ensuring the implementation of projects. The position involves managing projects within the intervention area in alignment with the mission's influence strategy in France. The individual will be responsible for monitoring and analyzing the context, needs, and stakeholders in the intervention area, collaborating closely with the field coordinator and the Île-de-France base team. The role includes defining project scopes and activities, including partner support activities, in coordination with ACF teams and relevant partners. The Chargé.e will ensure the quality of project activities and monitoring-evaluation in accordance with ACF standards and the intervention strategy. Additionally, the position requires developing tools, protocols, and methodologies necessary for deploying activities, co-constructing with various stakeholders involved, and facilitating collective work frameworks and governance dynamics related to project deployment. The individual will also be responsible for developing communication and advocacy materials related to the projects, ensuring capitalization, reporting, and dissemination of project outcomes in the intervention area, and contributing to national advocacy efforts.

Duties and Responsibilities:

• Manage projects within the intervention area in line with the influence strategy of the mission in France.
• Conduct monitoring and analysis of the context, needs, and stakeholders in the intervention area in collaboration with the field coordinator and the Île-de-France base team.
• Participate in defining project scopes and activities, including partner support activities, in coordination with ACF teams and relevant partners.
• Ensure the implementation of projects in the intervention area in accordance with the mission's influence strategy in France.
• Ensure the quality of activities and monitoring-evaluation of projects in line with ACF standards and the intervention strategy.
• Develop necessary tools, protocols, and methodologies for deploying activities, co-constructing with various stakeholders involved.
• Facilitate collective work frameworks and governance dynamics related to project deployment in collaboration with the field coordinator.
• Develop communication and advocacy materials necessary for the projects in collaboration with teams and relevant partners.
• Ensure capitalization, reporting, and dissemination of project outcomes in the intervention area. 1
• Report on activities conducted in the field and analyze qualitative and quantitative data. 1
• Contribute to drafting advocacy notes for national advocacy efforts. 1
• Ensure capitalization and participate in the internal and external dissemination and valorization of tools, reports, and results produced.

Required Qualifications:

• A Master's degree (Bac+5) in one of the following fields: political science, local and territorial development, project management or coordination, public policies, public affairs, social design, or an equivalent field.
• A minimum of 4 years of professional experience in project management, primarily in France, in areas such as social action, food security, combating food insecurity, access to rights, or monitoring-evaluation.
• Proven experience in coordinating multi-stakeholder projects involving local authorities, state services, associations, and other local partners.
• Mastery of needs assessment methods, data collection, analysis, and valorization.
• Ability to design and facilitate participatory workshops, utilizing collective intelligence and popular education methods.
• In-depth knowledge of the associative and institutional landscape of Seine-Saint-Denis is a significant asset.
• Ability to unite and work collaboratively within a team.
• Recognized for creativity, proactivity, and ease of working in complex environments.

Educational Background:
The position requires a Master's degree (Bac+5) in relevant fields such as political science, local and territorial development, project management or coordination, public policies, public affairs, social design, or an equivalent discipline. This educational background is essential to ensure the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage projects and engage with various stakeholders in the field.

Experience:
Candidates must have a minimum of 4 years of professional experience in project management, particularly in France. This experience should encompass areas such as social action, food security, combating food insecurity, access to rights, or monitoring-evaluation. Proven experience in coordinating multi-actor projects that involve local authorities, state services, associations, and other local partners is also required, demonstrating the candidate's ability to navigate complex project environments and stakeholder dynamics.

Languages:
Fluency in French is mandatory for this position, given the local context and the need for effective communication with stakeholders. Proficiency in additional languages may be considered an asset, particularly if it enhances the candidate's ability to engage with diverse communities and partners.

Additional Notes:
The position is classified as a cadre integrated role, offered on a fixed-term contract (CDD) basis, and is full-time. The workplace is located in Montreuil, France. The salary ranges from €37,000 to €41,000 gross annually, depending on experience, with an additional seniority bonus after three years of service at the headquarters. Employees are entitled to 25 days of annual leave and 21 days of RTT (reduction of working time). Health coverage and insurance are provided, with 80% of costs covered by ACF. Salary maintenance provisions are in place for illness, maternity, and paternity. Transportation costs are partially reimbursed, and meal vouchers are provided with a 60% contribution from the organization. Social benefits from the CSE include gift vouchers and reimbursement for cultural activities. The organization supports teleworking with up to 12 days per month and requires field travel and representation within Île-de-France.
