Job Overview:
The position of Expert to review Albania’s unemployment benefit scheme and develop reform scenarios is a critical role aimed at enhancing the effectiveness of the unemployment benefit system in Albania. The expert will be responsible for conducting a comprehensive review of the current unemployment benefit scheme, identifying gaps and areas for improvement, and proposing actionable reform scenarios. This role requires a deep understanding of social protection systems, labor market dynamics, and economic policies. The expert will engage with various stakeholders, including government officials, social partners, and beneficiaries, to gather insights and ensure that the proposed reforms are inclusive and effective. The assignment is expected to span a maximum of 90 working days between September 2026 and March 2027, during which the expert will analyze data, conduct interviews, and draft reports outlining the findings and recommendations.

Duties and Responsibilities:
The expert will be tasked with the following duties and responsibilities:
  • Conduct a thorough analysis of the existing unemployment benefit scheme in Albania, including its design, implementation, and impact on beneficiaries.
  • Identify key challenges and barriers faced by unemployed individuals in accessing benefits and support services.
  • Engage with stakeholders, including government agencies, NGOs, and beneficiaries, to gather qualitative and quantitative data on the effectiveness of the current scheme.
  • Develop reform scenarios based on best practices from other countries and tailor them to the Albanian context.
  • Prepare detailed reports and presentations summarizing findings, recommendations, and proposed reforms.
  • Collaborate with UNDP and other partners to ensure alignment with national development goals and strategies.
  • Provide technical assistance and guidance to government officials in the implementation of recommended reforms.
  • Monitor and evaluate the impact of implemented reforms and suggest further adjustments as necessary.

Required Qualifications:
Candidates must possess the following qualifications:
  • Advanced degree in social policy, economics, public administration, or a related field.
  • Proven experience in social protection systems, labor market analysis, and policy development.
  • Strong analytical skills with the ability to interpret complex data and provide actionable insights.
  • Excellent communication and interpersonal skills, with experience in stakeholder engagement.
  • Familiarity with the Albanian social protection landscape and relevant legislation is an asset.
  • Ability to work independently and manage multiple tasks effectively within tight deadlines.

Educational Background:
The position requires an advanced degree (Master's or PhD) in social policy, economics, public administration, or a related field. Candidates with relevant certifications or additional training in social protection or labor economics will be considered favorably. A strong academic background that demonstrates expertise in social welfare systems and economic policy is essential for this role.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in social protection, labor market analysis, or policy development. Experience working with international organizations, government agencies, or NGOs in the field of social welfare is highly desirable. Proven track record of conducting research, developing policy recommendations, and implementing reforms in social protection systems is essential.

Languages:
Fluency in Albanian and English is mandatory. Knowledge of additional languages, particularly those spoken in the Balkan region, would be considered an asset and beneficial for stakeholder engagement.

Additional Notes:
This position is classified as an Individual Contractor (IC) role, and the contract duration is estimated to be a maximum of 90 working days. The expert will be expected to work flexibly and may need to travel within Albania as part of the assignment. The position is full-time, and candidates should be prepared to commit to the entire duration of the project. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors.
