This position is responsible for translating strategic program targets into operational supply chain solutions that are effective at the country level. The Deputy Director will work closely with various stakeholders, including the Health Technical Unit, Global Procurement, and external partners such as UNICEF and WHO, to ensure that supply chain strategies are aligned with global objectives. The role encompasses three main areas: business development, resource mobilization, and implementation of strategic initiatives that support the IRC's Impact at Scale (I@S) thematic supply chains. The Deputy Director will lead efforts to identify and secure funding opportunities, enhance supply chain performance, and build capacity within country programs to sustain improvements over time.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess a Master's degree in public health, pharmacy, supply chain management, international development, or a related field. They should have a strong background in supply chain management within humanitarian settings, particularly in health supply chains. Proven experience in strategy development, procurement, and business development processes is essential. Familiarity with donor landscapes and the ability to engage with various stakeholders is also required. Candidates should demonstrate proficiency in data analysis and digital supply chain literacy, as well as the ability to translate operational experience into compelling proposals.
Educational Background:
A Master's degree in a relevant field such as public health, pharmacy, supply chain management, or international relations is required. Equivalent combinations of education and work experience may also be considered. Candidates should have a strong foundation in supply chain principles and practices, particularly in the context of humanitarian operations.
Experience:
Candidates should have significant experience in supply chain management, particularly in humanitarian contexts. Experience in health supply chains, including immunization and nutrition, is preferred. Proven track record in business development, proposal writing, and donor engagement is essential. Familiarity with managing complex portfolios and building partnerships for funding is also important.
Languages:
Fluency in English is required, with proficiency in French, Spanish, or Arabic considered advantageous. Candidates should be able to communicate effectively with diverse stakeholders and contribute to collaborative efforts across cultures.
Additional Notes:
This position is remote and open to candidates based in countries where IRC operates, including the United Kingdom, Kenya, and Lebanon. Successful candidates will be hired on a local employment contract according to local salary scales. The role may require frequent travel to program countries, up to 20%. Compensation for this position in the UK ranges from £58,476 to £69,440 per year, depending on various factors such as labor market conditions and individual candidate experience. - Leadership for Program Delivery: The Deputy Director will actively engage in the GSC’s business development function, ensuring that supply chain planning is integrated into design" style="border-bottom: 1px dotted #007bff !important;">program design from the outset. They will implement strategic directions for supply chain enablers and oversee the development of new thematic areas within the supply chain.
- Business Development & Resource Mobilization: This role involves operationalizing the business development strategy, leading the technical design of supply chain sections for proposals, and collaborating with internal stakeholders to ensure successful bid submissions.
- Implementation of Strategic Initiatives: The Deputy Director will strengthen global forecasting and demand planning systems, collaborate with Global Procurement, and lead efforts to improve quantification and last-mile delivery.
- Capacity Building: Providing specialized technical support to country teams, promoting best practices, and developing training materials will be key responsibilities.
- Monitoring and Reporting: The Deputy Director will develop supply chain KPIs, produce performance reports, and maintain knowledge of global market trends relevant to supply chain programming.
