Job Overview:
The Senior Specialist in National ABS Policy and Institutional Framework will play a crucial role in developing and implementing national policies related to Access and Benefit Sharing (ABS) in Indonesia. This position requires a deep understanding of the legal and institutional frameworks governing biodiversity and genetic resources. The specialist will be expected to provide expert advice and support to the government and relevant stakeholders in formulating policies that align with international agreements and national priorities. The role involves conducting assessments, facilitating stakeholder consultations, and ensuring that the policies developed are inclusive and equitable. The specialist will also be responsible for monitoring and evaluating the effectiveness of the implemented policies and frameworks, making necessary adjustments based on feedback and changing circumstances. This position is expected to last for 40 working days within a 6-month period, indicating a project-based engagement that requires focused and intensive work within a limited timeframe.

Duties and Responsibilities:
The duties and responsibilities of the Senior Specialist include but are not limited to:

• Conducting comprehensive assessments of the current national ABS policies and institutional frameworks in Indonesia.
• Engaging with various stakeholders, including government agencies, indigenous communities, and civil society organizations, to gather input and build consensus on ABS policies.
• Developing policy recommendations that are aligned with international standards and best practices in ABS.
• Facilitating workshops and training sessions to enhance the understanding of ABS among stakeholders.
• Monitoring the implementation of ABS policies and frameworks, providing guidance and support as needed.
• Preparing detailed reports and documentation on the progress and outcomes of the ABS policy development process.
• Collaborating with other UN agencies and international organizations to ensure coherence and synergy in biodiversity-related initiatives.
• Providing technical assistance to government officials and stakeholders in the operationalization of ABS policies.

Required Qualifications:
Candidates must possess a strong background in law" style="border-bottom: 1px dotted #007bff !important;">environmental law, policy development, or a related field. A proven track record of working on biodiversity issues, particularly in the context of Access and Benefit Sharing, is essential. The ideal candidate should have excellent analytical and communication skills, with the ability to engage effectively with a diverse range of stakeholders. Familiarity with international agreements such as the Convention on Biological Diversity (CBD) and the Nagoya Protocol is highly desirable. Additionally, candidates should demonstrate strong project management skills and the ability to work independently as well as part of a team.

Educational Background:
A Master's degree or higher in environmental science, law, public policy, or a related field is required. Candidates with a PhD in a relevant discipline will be given preference. Educational qualifications should be complemented by relevant certifications or training in biodiversity management or policy development.

Experience:
A minimum of 5 years of professional experience in environmental policy development, particularly in the area of biodiversity and Access and Benefit Sharing. Experience working with government agencies, NGOs, and international organizations is highly valued. Candidates should demonstrate a strong understanding of the legal and institutional frameworks governing biodiversity in Indonesia and have experience in stakeholder engagement and capacity building.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders. Knowledge of additional languages relevant to the region may be considered an asset.

This position is classified as an individual contractor role, which means it is project-based and may not offer the same benefits as a full-time employee. The contract duration is for 40 working days within a 6-month period, indicating a flexible work schedule.
