Job Overview:
The Senior Specialist in Social Safeguards, IPLC, and Gender Specialist position is designed to provide expert guidance and support in the areas of social safeguards, Indigenous Peoples and Local Communities (IPLC), and gender issues within the context of UNDP's projects and initiatives. The role involves ensuring that social safeguards are effectively integrated into project planning and implementation, with a particular focus on the rights and needs of Indigenous Peoples and local communities. The specialist will also work to promote gender equality and women's empowerment in all aspects of project work. This position requires a deep understanding of social safeguard policies, gender issues, and the socio-economic dynamics of Indigenous Peoples and local communities. The specialist will be expected to collaborate with various stakeholders, including government agencies, civil society organizations, and community representatives, to ensure that projects are socially inclusive and environmentally sustainable. The assignment is for a period of 30 working days within a span of 6 months, and proposals must be submitted through the designated portal by the specified deadline.

Duties and Responsibilities:
The duties and responsibilities of the Senior Specialist in Social Safeguards, IPLC, and Gender Specialist include but are not limited to:

• Conducting assessments of social impacts and risks associated with UNDP projects, particularly in relation to Indigenous Peoples and local communities.
• Developing and implementing social safeguard frameworks and strategies that align with UNDP policies and international standards.
• Providing technical assistance and capacity building to project teams and stakeholders on social safeguards and gender issues.
• Ensuring that gender considerations are integrated into project design, implementation, and monitoring processes.
• Engaging with Indigenous Peoples and local communities to ensure their voices are heard and their rights are respected in project activities.
• Collaborating with other UN agencies, government bodies, and NGOs to promote social inclusion and gender equality in development initiatives.
• Preparing reports and documentation related to social safeguards and gender assessments, and presenting findings to stakeholders.
• Monitoring and evaluating the effectiveness of social safeguard measures and gender initiatives within projects.

Required Qualifications:
The required qualifications for the Senior Specialist in Social Safeguards, IPLC, and Gender Specialist position include:

• A strong understanding of social safeguard policies, gender equality frameworks, and the rights of Indigenous Peoples and local communities.
• Proven experience in developing and implementing social safeguard frameworks and gender strategies in development projects.
• Excellent analytical and problem-solving skills, with the ability to assess complex social dynamics and propose effective solutions.
• Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
• Familiarity with UNDP's policies and procedures, as well as international standards related to social safeguards and gender equality.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in social sciences, development studies, gender studies, or a related field. A PhD in a relevant area would be an advantage. Candidates should have a solid academic foundation that supports their understanding of social safeguards, gender issues, and Indigenous Peoples' rights.

Experience:
Candidates for the Senior Specialist position should have at least 7-10 years of relevant professional experience in social safeguards, gender equality, and community engagement within the context of development projects. Experience working with Indigenous Peoples and local communities is highly desirable. Previous experience in a UN or international development organization is a plus.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken by Indigenous Peoples and local communities in Indonesia would be considered an asset, as it would facilitate better communication and engagement with these groups.
