Job Overview:
The Chargé.e de Projet Territorial Seine-Saint-Denis (SSD) plays a crucial role in contributing to the influence strategy in the Île-de-France region and ensures the implementation of various projects. The position involves managing projects within the intervention area in alignment with the mission's influence strategy in France. The role requires continuous monitoring and analysis of the context, needs, and stakeholders in the intervention area, collaborating closely with the field coordinator and the Île-de-France base team. The Chargé.e will participate in defining projects and framing activities, including partner support activities in coordination with ACF teams and relevant partners. The position also entails developing tools, protocols, and methodologies necessary for deploying activities, co-constructing these with various stakeholders involved. The Chargé.e will animate or co-animate collective work frameworks and governance dynamics related to project deployment, ensuring quality implementation and adherence to ACF standards and intervention strategies. Additionally, the role includes developing communication and advocacy materials related to the projects, ensuring proper reporting and dissemination of project results, and contributing to national advocacy efforts.

Duties and Responsibilities:
The duties and responsibilities of the Chargé.e de Projet Territorial include:
  • Managing projects in the intervention area in line with the influence strategy of the mission in France.
  • Conducting context monitoring and analysis of needs and stakeholders in the intervention area in collaboration with the field coordinator and the Île-de-France base team.
  • Participating in project definition and activity framing, including partner support activities in coordination with ACF teams and relevant partners.
  • Ensuring the implementation of projects in the intervention area in accordance with the mission's influence strategy.
  • Guaranteeing the quality of activities and monitoring and evaluation of projects in line with ACF standards and intervention strategies.
  • Developing necessary tools, protocols, and methodologies for activity deployment in collaboration with involved stakeholders.
  • Facilitating collective work frameworks and governance dynamics related to project deployment.
  • Creating communication and advocacy materials necessary for the projects in collaboration with teams and partners.
  • Ensuring capitalization, reporting, and dissemination of project results in the intervention area. 1
  • Conducting field activity reporting and analyzing qualitative and quantitative data. 1
  • Contributing to drafting advocacy notes for national-level advocacy. 1
  • Ensuring capitalization and participating in the internal and external dissemination and valorization of produced tools, reports, and results.

Required Qualifications:
Candidates must hold a Master's degree (Bac+5) in one of the following fields: political science, local and territorial development, project management or coordination, public policies, public affairs, social design, or an equivalent field. A minimum of 4 years of professional experience in project management, primarily in France, is required, particularly in social action, food security, combating food insecurity, access to rights, or monitoring and evaluation. Proven experience in coordinating multi-stakeholder projects involving local authorities, state services, associations, and other local partners is essential. Candidates should possess strong skills in needs assessment methods, data collection, analysis, and valorization. The ability to design and facilitate participatory workshops using collective intelligence and popular education methods is also necessary. A deep understanding of the associative and institutional landscape of Seine-Saint-Denis is a significant asset. Candidates should demonstrate the ability to unite and work collaboratively within a team, showcasing creativity, initiative, and the capacity to navigate complex environments.

Educational Background:

Additional Notes:
The position is classified as a cadre integrated role, offered on a fixed-term contract (CDD) basis, and is full-time. The workplace is located in Montreuil, with a salary range of €37,000 to €41,000 gross annually, depending on experience. Additional benefits include a seniority bonus after three years of service, 25 days of annual leave, and 21 days of RTT (reduction of working time). Health coverage and insurance are provided, with 80% of costs covered by ACF. Salary maintenance provisions are in place for illness, maternity, and paternity. Transportation costs are partially reimbursed, and meal vouchers are provided with a 60% contribution from the association. Employees are entitled to 12 days of telework per month, and there may be field travel and representation required in Île-de-France.
